3 1. Introduction In order to deepen the independent innovation, promote the combination of technology and economy, accelerate the leading industrial transformation and upgrading and enhance the competitiveness of the regional science and technology. Some provinces and cities of China began to learn and draw lessons from the experience of international famous knowledge integration mechanism construction in recent years. Around the strategic emerging industry prospective technology, common technology and key technology of collaborative innovation and transformation, they actively explore the model of Cross Organizational Knowledge integration mechanism. In this context, emerged a number of Aviation Industrial Parks which essentially undertakes the cross organizational knowledge of the integration network have emerged.

Introduction Our aim in this paper is to explore the evolution of industrial clusters Aviation Industrial Park in which from the perspective of knowledge integration across organizational innovation, we are intended to provide a reference for the theory and practice are at different stages of the life cycle of the aviation industry cluster, as well as a theoretical basis for strategic decision-making aviation industry cluster.

5 2.Evolution of strategic aviation industry cluster based on cross-organizational knowledge of the integrated network The evolution of the aviation industry cluster based on cross organizational knowledge integration network is composed of scientific research institutes, universities, government, financial institutions, science and technology intermediary. 7 3 Analysis of the evolution mechanism of the aviation industry cluster based on Logistic model Strategic emerging industry clusters of Aviation are subject to various constraints, such as the level of technology, resources and environment, etc. which show Logistic growth characteristics. Therefore, this paper uses the Logistic model to analyze the evolution process of China's aviation strategic emerging industry clusters.

8 To further study aviation industrial park continuous evolution, we added Decline / evolutionary period to the basic evolution process. The single cycle evolution of the industrial cluster in the aviation industry park is shown in figure 1.

10 3.2 Stage division and characteristics of the evolution of the aviation industry cluster Budding period.In this stage, seed companies rely on integrated cross- organizational knowledge innovation networks, with the support of government policy, a large number of funds and personnel equipment investment will motivate the research and development of scientific research achievements. At the same time, the establishment of core enterprises attracts supporting enterprises and other related aviation enterprises settled in the park, relying on the seed industry park in the slow evolution of the initial industrial clusters.

11 Growing period. This stage of the aviation industry park scale has been expanding. The number of enterprises increased continuously, the industrial layout is more ordered; Construction in the industrial park and management system has been improved rapidly, interaction and collaboration between enterprises becomes more close, a good relationship between the seed enterprise and supporting enterprises has been built, which enhances the competitiveness between enterprises and promotes the proliferation and spread of technology and knowledge in the park.

12 Maturity period. In this stage, industrial clusters has been basically completed, the number of enterprises within the park is no longer rapidly increase. Cooperation and exchanges in the cross organizational knowledge integration network become more closely. The main task of the local government and the aviation industrial park is to increase the visibility of aviation products, open the domestic and international market, and to get more orders; Between enterprises there need to establish the efficient way of scientific research organization, using park's own talent resources to solve major problems in scientific research, improve the park management system to ensure that aviation industrial park technology, talent, capital, raw materials, and information resources achieve the optimal allocation.

13 Peak period.At this stage, the scale of the Aviation Industrial Park basically no longer changes, the number of industries in the park no longer increases, the production capacity of enterprises has reached the maximum. The competition between enterprises gradually increases. The cost of the enterprise to obtain the resources is gradually increasing, and the evolution ability of the park stops growing.

14 The decline / evolution period. In this stage, through technological breakthroughs and innovation to form new seeds. Lack of production capacity and equipment stale supporting enterprises should be updated to adapt to the new production tasks; Local government in policy and financial resources to give strong support to retain talents in scientific research, so that the park could readjust for new enterprises to enter the park, which lets aviation industrial park can successfully break into new whorls of a life cycle evolution process.

16 Based on the Logistic equation model constructed this paper, the evolution of China's aviation strategic emerging industry clusters life cycle. Firstly, it reveals that the mechanism of cross Organizational Knowledge integration can improve the Aviation Industrial Park industrial cluster's innovation ability, promote the rational use of the resources, knowledge and tacit knowledge better and accelerate the circulation; Secondly, We analysis on integrated innovation of Aviation Industrial Park industrial cluster evolution from the perspective of cross organizational knowledge,and divided into five stages whose characteristics are analyzed in detail. At the same time from the innovative angle of the multi-period evolution curve of China's aviation industry Industrial Park cluster is represented. 4 Conclusions

17 From the macro level of direction of an Aviation Industrial Park industrial cluster evolution grasped we can provide theoretical and practical reference for the different stages of the life cycle of the aviation industry cluster and offer relevant aviation enterprise strategic decision-making reference. Finally with purpose of better understanding the evolution of industrial clusters in the park stage, we combine with the evolution model of China's aviation industry park in Hanzhong as an example and give some of the countermeasures and suggestions. 4 Conclusions
