The PHA Annual Plan is a comprehensive guide to Public Housing Agency (PHA) policies, programs, operations, and strategies for meeting local housing needs and goals. An Annual Plan is required to be submitted to HUD every year by PHAs. 5

Housing Department 2016 Significant Changes 1) Transfer 40 NED 2 Vouchers to HUD  NED 2 serves clients who are transitioning from a nursing home or healthcare institution to a private apartment  Since 2011, over 400 NED 2 clients have been processed, but the vast majority chose to be housed outside of Pasadena resulting in low lease up rate and uncompensated staff work  City Council on 12/14/15 approved the transfer of NED 2’s to City of Los Angeles Housing Authority  No tenants will be displaced 6
