4 Local Democratic Legitimacy in Health - consultation HealthWatch Government proposal: LINks to become HealthWatch with a wider, consumer champion role Our view: Welcome HealthWatch and its wider role, but must come with extra resources, flexibility, be co- terminus with LA boundary and ‘duty to co-operate’ Health and Wellbeing Board Government proposal: Statutory partnership within the local authority, e.g. Health and Wellbeing Board Our view: Welcome statutory partnership, advocate ‘duty to co-operate’, Health and Wellbeing Board to focus on commissioning decision making, with lean membership to support this

5 Local Democratic Legitimacy in Health - consultation Scrutiny Government proposal: Statutory function of O&S for health/care services transfers to Health and Wellbeing Board AND Government proposal: Continuation of formal health scrutiny function - to scrutinise Health and Wellbeing Board - within local authority Our view: Proposals seem unclear! Recommend single system for scrutiny. Seek views of HASC.

6 Commissioning for Patients – consultation Government proposal: GP consortia to take on commissioning role, including strengthening public and patient voice Our view: Welcome proposals to strengthen public and patient voice (HealthWatch, JSNA, Health and Wellbeing Board). There should be a ‘duty to co-operate’ between GP consortia and HealthWatch through the Health and Wellbeing Board to ensure that commissioning decisions are fair and equitable. EIAs will support this.
