2. 2 Background to EM IEP  Improvement & Efficiency Partnerships (IEPs) were established by CLG in 2008  Act as a hub – linking improvement landscape between central & local govt.  EM IEP is a partnership of all 46 local authorities and 5 fire & rescue authorities in the region  Purpose: –Provide funding for improvement & efficiency projects via 5 Sub Regional Partnerships (SRPs) –Create opportunities for sharing learning –Facilitate joint working, collaboration and partnerships –Support councils in difficulty

3. 3 EM IEP vision and focus  Vision: “Public services in the East Midlands region will rank consistently amongst the best in the country”  Focus - supporting authorities across three themes: –Capacity helping failing / potentially failing authorities or services –Efficiency delivering cashable savings –Service Improvement particularly the delivery of LAA targets  12 regional targets, including helping authorities to achieve their efficiency targets (3% this year, 4% next year)

4. 4 One year on – A national perspective  Support from Minister, John Healey  LGA Improvement Board chaired by Cllr Parsons recognise good work being undertaken  Recognised as Member-led, owned by the sector and part of the sector led approach  Monies from other central government departments beginning to be devolved to regions via RIEP’s  Detect a Government shift placing greater emphasis on efficiency (as opposed to improvement & efficiency)  East Midlands - Positive –Strong regional and SRP member governance –Sub regional structures = local ownership

5. 5 Funding 2009/10  Core funding of £7.16m released in May 2009 for the region  Plus £2.86m for capital projects  Plus additional ring fenced monies advised: –£200k for transport initiatives from DoT –£70k to address equalities –£100k to address worklessness from CLG –£87k for neighbourhood warden training –£957k from NHS linked to Adult Social Care programme –£24k for community cohesion –£183k CIPEM funding transferred = £11.6m Total = £30m+ over the 3 years 2008 - 2011

8. 8 Customer Insight & Research Significant interest in Mosaic –Recognised that issue was Research & Customer Insight rather than just Mosaic EM IEP commissioned LIA (Derrick Johnstone) to –Clarify common needs –Identify scope for pan regional collaboration –Assess models for acquisition of Customer Insight packages –Identify priorities for learning and sharing good practice Report & recommendations to be considered by Board 16 June Workshop to develop programme Thursday 16 July
