Objectives Gain an overview of NLP's role in serving visually impaired clients. Gain an overview about NLP-LBS’ beginnings. Learn about NLP-LBS’ services and its devices. Learn about its projects : Disability Awareness Training and Disability Resource and Development Center.

The National Library of the Philippines Mission As the repository of the printed and recorded cultural heritage of the country and other intellectual literacy and information sources shall conserve and preserve these collection and provide timely access through facilities and sources such as national bibliographic service and a system of public libraries throughout the country.

Mandate As a National Library, NLP efforts are directed towards the development and preservation of its library resources and provide access to information resources As a public library, it acts as a central node of the public library system in the country

Objectives To develop, in cooperation with local government units a system of public libraries and information centers throughout the country; To provide information, reference and research resource to the public; and information needs for the blind and visually impaired; To promote, establish and maintain national and international standards in library and information services and provide national bibliographic service; and To implement the Law on Copyright and Legal and Cultural Deposit Law

The birth of Library for the Blind Section Established in 1995 through House Bill No. 5379, authored by then Representative Estrella Juco, Sectoral Representative for he disabled.

Library for the Blind Section was established to: 1. give the blind and persons with low vision the same opportunity to read; 2. do research; 3. use library facilities just like any persons without disability; and 4. serve as implementer of Republic Act 7277.

Republic Act No. 10372 Section 184. Limitations on Copyright “(a) The reproduction or distribution of published articles or materials in a specialized format exclusively for the use of the blind, visually – and reading impaired persons: Provided, That such copies and distribution shall be made on a nonprofit basis and shall indicate the copyright owner and the date of the original publication.”

3. Disability Awareness Training. Objectives: build the capacity of public librarians and staff to create better library conditions and experience for visually impaired and People with Disability (PWD) in general; orient library staff the basics of assisting visually impaired and persons with mobility problem; ensure inclusive library services in libraries.

4. Establishment of Disability Resource and Development Center (DRDC). Objectives: Build an inclusive library spaces and services. In support to one of the Key Result Areas of the government – Making growth inclusive in order to raise the equality of the Filipino workforce. Create a PWD friendly space wherein they can do their research or purely use it for leisurely reading;

Create a space that can be a venue for different activities related to PWD awareness, training and other; Components of the DRDC: Library Benchmarking; Acquisition of Assistive Devices and library materials; To be the prototype DRDC in libraries within the region and eventually cascaded in NLP affiliated public libraries.

Hiring additional library staff; Disability Awareness Training; Evaluate and develop regional DRDC “satellite” libraries.

Caraga Region = 38,000 No. of Affiliated Public Libraries = 19 municipal libraries 20 big books per library in 1 year = 380 materials
