1. ACHIEVEMENTS OF BURUNDI FOR TRADE FACILITATION For Burundi, various trade facilitation measures have been implemented:  Laws and regulations are published regularly on the Web sit of Burundi revenu authority and ministry of commerce.  Given the lack of mastery of french language (our official language) a process of translation into national language of laws, regulations was initiated.

ACHIEVEMENT(con’d)  Informations available on the internet are shared by the various shakeholders in trade facilitation  A centralized information service is going to be implemented within the communication department of the Burundi revenue authority  Traders have the opportunity to submit their comments on new rules or legislation but it will strengten this cooperation: The federal chamber of commerce and industry, OBR are at work

ACHIEVEMENT (con’d)  Advance rulings( advice information) is given to traders who request but it remains informal  The right appeals exist in customs and internal taxes, but if shakeholders are not satisfied, they can introduce their claims to the finance Minister’s office.  If they are not satisfied with the decision of the Minister of finance, they are entitled to transfer their case to commercial court.  Now, since March 2013, we have the sub-office of the

4. ACHIEVEMENT (con’d) Of the court of East African Community. If it happens that a trader is not satisfied with the response data locally, he may bring his case to the court of the East African Community.  With the finance act 2013, the payment of income tax that was paid on imports has been removed. This reduce the cost of goods for import.  Processing procedures before arrival of the goods are in place.  Unit of risk management is operational within OBR

5. ACHIEVEMENT (con’d)  Control system after clearance of goods is in place  The authorized economic operators is established: three pilot companies were selected: TOYOTA BURUNDI, BRARUDI and SODETRA.  Business creation is facilitated by the single window system

ACHIEVEMENT( con’d)  If a trader wants to create his company, he will find in the same office, services of Agency for the promotion of investment, services of Burundi revenue authority, services of commercial court  Burundi revenue authority involved in building capacity of traders  At the border, all services cooperate in carrying out their respective missions.

7. ACHIEVEMENT(con’d)  The program of one-stop border post is operational even if we are at the beginning. We have three styles of one-stop border post: One-stop border post with joint infrastructures (KOBERO- KABANGA) One –stop border post with infrastractures juxtaposed (GASENYI I –NEMBA) One –stop border post built in a part of Burundi territory: This part is governed by the principle of extraterritoriality.

ACHIEVEMENT(con’d) AS legal basis:  Burundi has ratified the legal instruments of the East African Community  Bilateral agreement between Burundi and Tanzania on the establishment and operation of a one –stop border post was signed (KOBERO-KABANGA)  The process of ratification of bilateral agreement betwen burundi and rwanda is in progress(RUHWA)

9. ACHIEVEMENT(con’d)  The Bilateral agreement between Burundi and Rwanda on the establishment and operation of one-stop border post was signed( GASENYI I –NEMBA) HOW ARE THE INFRASTRUCTURES? Gasenyi-Nemba:-infrastructure for administrative use are in place and used. The one stop border post is not supplied with potable water Staff housing is not yet available

17. FINANCIAL PARTNER SHIP Until now, we have as financial partner TRADE MARK EAST AFRICA and to a lesser extend, the WORLD TRADE ORGANIZATION for seminars and training. 18. INTERNATIONAL TOURISM FAIR IN BERLIN, GERMANY The international tourism fair in Berlin was held from the 6th to 10 th of March. The burundian delegate conducted by Mrs Victoire NDIKUMANA, Minister of trade, industry and tourism took part in this fair

19. At the end of the international fair, Burundi came first and got the Best Exhibitor Award 2013 of the african continent.
