Regional Air Grant Coordinators Meeting - 2007 To prepare for transition to section 105 funding, a common end date is to be used in negotiating the period of the grants. Based on available funding a common end date of March 31, 2008 is planned for use of 2007 funds This represents the end of the period in which funds are to be “worked”; meaning the monitoring activities have been completed, not necessarily billed out or paid. –Exception would be funds for replacement of obsolete FRMs. These funds may take longer for monitoring agencies to get on a contract. The common end date is achieved by distributing 2007 funds across Regional offices to assure adequate funding for all grantees through 3/31/2008. Therefore, the 2007 distribution factors in the end dates of the 2006 PM 2.5 monitoring grants, which range from 9/30/2006 to 9/30/2007. Common End Date for PM 2.5 Monitoring Funds

Regional Air Grant Coordinators Meeting - 2007 Monthly funding end date using 2006 funds is as reported by Regional Offices Network activities operating through 3/31/2008 at approximately the same level as 2006 with exception of new monitoring requirements and bins 1 or 2 –Modest changes to PM 2.5 monitoring network consistent with annual monitoring plan provisions are appropriate –Monthly funding for 2007 direct award is based on Regional allocation from 2006 prior to CASTNET shift and post rescission. Partially funded months are prorated. IMPROVE funding same as 2006 Associated program support follow a calendar year period; therefore for FY 2007, most support services will be complete by 12/31/2007. –Detailed costs on State-by-State associated program support are being developed this month. Regional Air Grant Coordinators Meeting - 2007 Bin 1 New daily sampling requirement starting Jan. 1, 2007 at about 40 Sites. New requirement for about a dozen new FRM sites starting Jan 1, 2008 2 at-risk sites of high national interest. Bin 2 35 sets of NCore precursor gas equipment for States not so funded in 2005 or 2006 –Additional direct award funds to support NCore are based on total number of NCore sites. Special funding assistance for replacement of obsolete Andersen FRM samplers at 50% the cost of replacing all remaining samplers in network. Regions will prioritize and negotiate plans for replacement. No new funds are anticipated for this in 2008 or beyond. Remaining samplers should be replaced as part of normal schedule for capital acquisition of equipment out of direct award funds. Regions may wish to coordinate or transfer equipment between States for spare parts.
