2 PART I Status Update on HRDF

3 HRDF3 initiated by African States through a Declaration at the 3rd Session of the Conference of African Ministers of Transport – held in Malabo, Equatorial Guinea – 7 to 11 April 2014 The Establishment of the Human Resources Development Fund (HRDF)

4 Need for capacity-building in African civil aviation sector aviation industry in Africa is undergoing significant growth difficulty meeting human capital demands in civil aviation in Africa, which is impacting: –availability of qualified technical aviation professionals –ability of African States to effectively implement ICAO Standards and Recommended Practices (SARPs) and other ICAO programmes and activities need to build capacity in the African civil aviation sector and to enhance the skills of its personnel HRDF4

5 Need for capacity-building in African civil aviation sector The African Union Ministers of Transport recognized the importance and urgency for capacity-building in the African civil aviation sector: HRDF5 Called for the creation of a Human Resources Development Fund

6 Pursuant to the Malabo Declaration The African Civil Aviation Commission (AFCAC) adopted a Resolution at its 24th Extraordinary Plenary Session in 2014 HRDF6 mandating AFCAC Secretariat to strengthen the human capacity in African civil aviation

7 At its 24th Extraordinary Plenary Session in 2014 AFCAC recognized that: Human resources development and capacity-building in African civil aviation : would have a direct impact on raising the performance and safety record of civil aviation in African States would enhance the image of the African continent; and would positively contribute to Africa’s economic growth HRDF7 AFCAC Secretariat sought the assistance of ICAO in relation to the development of suitable capacity- building activities to enhance the ability of African States to meet their human capacity needs

8 establish a Human Resources Development Fund HRDF8 ICAO and AFCAC Secretariat Coordination launch a Secondment Program for aviation professionals in Africa develop an aviation-related Internship Programme

9 ICAO Council established HRDF in September 2014 Objective of HRDF HRDF9 Provide a mechanism which will allow for the collection and use of voluntary contributions from States and other donors to identify and develop opportunities for capacity-building in civil aviation in African States.

10 Benefits of HRDF assist African States to better meet the human resources management needs required for operational efficiency and continuous implementation of ICAO’s Standards and Recommended Practices (SARPs) and other programme activities ‒which will enable safe and reliable air transport for African States, thereby contributing to the social and economic development in the African region HRDF10

11 Voluntary contributions to HRDF will support c)other areas that will be determined by ICAO and AFCAC on the basis of needs for African professionals HRDF11 a)secondments of serving aviation professionals b)internships for young and emerging aviation professionals

12 One year HRDF12 Duration of capacity-building activities On completion, aviation professional returns to African civil aviation sector … thereby, contributing to strengthening human resources capacity in Africa

13 Selection Criteria Selection criteria will depend on the area of expertise, as well as the type of capacity development activity or project which is being implemented HRDF13 Basic selection criteria will include: Education Language Skills Experience

14 Implementation of HRDF Management framework was put in place with ICAO HRDF14 Memorandum of Cooperation between ICAO and AFCAC Detailed implementation arrangements HRDF Management Committee, consisting of ICAO and AFCAC members for the planning, coordination and implementation of capacity-building activities

15 HRDF Management Committee (HRDFMC) When making recommendations on capacity-building activities, HRDFMC will take into account: the priority development areas in the African civil aviation sector identified by AFCAC, on behalf of its member States, and which are required for operational efficiency; expected outcomes/outputs which will assist in the continuous implementation of ICAO’s Standards and Recommended Practices (SARPs) and other ICAO programmes related to ICAO’s Strategic Objectives; feasibility of implementation of activities and projects, taking into account available resources; cost effectiveness in the use of voluntary contributions; and geographic and gender balance in the selection of suitable candidates from AFCAC member States for selected capacity-building activities and projects. 16 Voluntary contributions HRDF is a voluntary fund HRDF16 HRDF relies on support and contributions of interested parties Voluntary contributions are required to finance capacity-building activities

17 States, organizations, public and private entities, and all other interested donors are urged to: HRDF17 to make voluntary contributions to the HRDF ; and to participate in the strengthening of human capacity in the African civil aviation sector

24 While on secondment, aviation professionals Contribute to work programmes in their area of expertise Enhance their knowledge and experience of current aviation programmes and activities Acquire knowledge and skills required to establish, implement and manage aviation programmes and activities HRDF24 On completion of the secondment, aviation professionals: return to African civil aviation sector contribute to strengthening human resources capacity in Africa

25 HRDF Secondment Programme ‒ Submission of Candidates African States may submit candidates for consideration to ICAO Secretary General, including: –indication of the specific secondment opportunity and location for which the nomination is being made –curricula vitae of nominees –motivation letter of nominees summarizing their professional achievements and career aspirations HRDF25

26 HRDF Secondment Programme ‒ Selection Process Initial review of incoming applications by AFCAC Interview and recommendation processes completed by Review Panel consisting of AFCAC and ICAO experts Review Panel’s report shall be submitted to the ICAO Secretary General, through the HRDF Management Committee (HRDFMC) ICAO Secretary General makes selection decision, which shall be final HRDF26

27 HRDF Secondment Programme ‒ Suitability of candidates Taking into consideration that the paramount objective of the HRDF is to enhance capacity-building within the African civil aviation sector, serving African aviation professionals deemed suitable for secondment to ICAO under the HRDF mechanism shall be middle ‑ level professionals : – with at least six years’ (for P-3 level) to ten years’ (for P-4 level) experience in the relevant area of expertise indicated on the TORs; and – with at least ten years or more remaining before retirement age HRDF27

28 HRDF Secondment Programme ‒ Language requirements English: Fluent reading, writing and speaking skills in English is required. French: Proficiency in French may be required, depending on the duty station and activities undertaken. HRDF28

29 HRDF Secondment Programme ‒ Formal Agreement Formal Agreement: All secondment arrangements approved under the HRDF mechanism shall be documented through a formal agreement between ICAO and the requesting Government Duration: Secondments shall be for one year Location: Montreal; Dakar; Nairobi. HRDF29

30 HRDF Secondment Programme ‒ Financial Arrangements Releasing Government makes selected aviation professional available to ICAO on the basis of gratis personnel arrangements, whereby the Government continues to assume full responsibility for the remuneration of the secondee for the duration of the secondment to ICAO; and Using voluntary contributions received for the HRDF, secondees assigned to a duty station which is outside his/her location of work will also be provided with a supplementary stipend not to exceed USD 2 000 per month to assist with living costs at the duty station of the secondment with ICAO HRDF30

31 HRDF Secondment Programme ‒ Strengthening Capacity in Africa In accordance with the HRDF Implementation Arrangements jointly established by AFCAC and ICAO, upon completion of an activity/project under the HRDF mechanism, it is expected that the selected candidate shall return to African civil aviation sector to contribute to the strengthening of its human resources capacity Releasing Governments may therefore impose a return condition for African aviation professionals selected for secondment to ICAO under the HRDF mechanism HRDF31

32 HRDF Secondment Programme ‒ Timeline 25 Jul 16: Deadline for States to submit candidates Jun/Jul 16:AFCAC liaison African States to ensure timely action End Aug 16:Selection process expected to be completed by end August Commencement date: ASAP (preferably prior to ICAO Assembly Sep 16) HRDF32

34 HRDF Secondment Programme addresses one aspect of Human Resources capacity needs/gaps in Africa not the only solution to capacity development in Africa contributes to and support overall HR planning and succession efforts long-term investment in HR development and career management strategic approach to HR management AFCAC34

37 HR capacity challenges in Africa Highlighted in the recently approved Aviation Security and Facilitation Targets for Africa AFCAC37 – Ministerial Conference, Windhoek, Namibia Target No. 8: – All States develop appropriate policies for the attraction, development and retention of human resources by the end of 2017

38 To meet Target no. 8 – States will need to Develop long-term HR forecasts, strategies and strategies Actively plan for future HR needs in advance Foster interest in aviation at national, regional and international levels Support and participate in aviation outreach with local communities Partnerships with schools and educational bodies to promote aviation careers Partnerships with other States, aviation industry collaborators, international organizations, etc. AFCAC38
