What is DPAS? Background Warehousing Application Functionality Benefits

Background The Defense Property Accountability System (DPAS) program is administered by the Under Secretary of Defense for Acquisition, Technology and Logistics, a branch of the Office of the Secretary of Defense. The DPAS software application is serving the logistical needs of three major military branches and a significant portion of the Department of Defense. DPAS was selected by Headquarters Marine Corps (HQMC) Installations and Logistics (I&L) to perform as the primary accountability and equipment management system for the Consolidated Storage Program (CSP). DPAS will replace the Mechanization of Warehousing and Shipping Procedures (MOWASP) system for managing warehouse operations at the wholesale level (Marine Corps Logistics Command).

Background Cont. Three applications hosted in a single environment: o Property Accountability – Account and Fiduciary Report Personal and Real Property o Warehouse Management – Manage assets and expendable supplies o Maintenance/Utilization Management – Warranty Tracking, Preventative Maintenance Scheduling, Work Order Management, Equipment Pool, Utilization Reporting

What is DPAS? Background Warehousing Application Functionality Benefits

Warehousing Application Functionality Four Tier Virtual Warehouse Hierarchy o Logistics Program -> Region -> Site -> Warehouse  CSP Enterprise> NCR > Quantico > NCR IIF/NCR DC/NCR OCS/NCR TBS o Catalog linked at Logistics Program o Updated by FLIS / USMC’s TDMS/ Item Apps Within Warehouse o Facility -> Zone -> Location o Container Management

Warehousing Application Functionality Cont. Materiel o Managed at the Warehouse Level o Supports Bulk and Serially Managed Items o Shelf Life Management Capability o Set Kit Outfit Management o Automated Identification Technology (AIT) o Stock, Store, Issue, and Return

Warehousing Application Functionality Cont. Basic information on set-ups for the Warehouse Application Module environment: Location (Warehouse Mgmt) o Where equipment is placed. o Must have Location type.  Eight types (i.e., Receiving, Indiv Issue, In-transit, etc.)  Drives ability to stock, store and issue equipment Container Type (Catalog Mgmt) o Container Type defines container characteristics Container (Warehouse Mgmt) o Containers have location o Allows movement of container with multiple items between locations vice movement of individual items. Document Number Ranges (Warehouse Mgmt) o Established for various processes/Document Type (i.e., PO-Purchase Order, TF-Warehouse Transfer, etc.) o Eleven ranges: 0001-0999, 1000-1999, 2000-2999, thru 9001-9999 Cost Center/Personnel (Warehouse Mgmt) o Cost Center associates work load to an organization o Personnel information allows assignment of Cost Center to track work

Warehousing Application Functionality Cont. Basic information on set-ups for the Warehouse Management Module environment continued: Commodity Type (Catalog Mgmt) o Another level of security. o Assigned to equipment and personnel. o Part of the security process (Roles Request form). Line Item Number (LIN)/Table of Authorized Material Control Number (TAMCN) (Catalog Mgmt) o LIN/TAMCNs used to group stock numbers. Size Category (Catalog Mgmt) o Specify sizes to be used in LIN/TAMCN. o Created for each sized LIN/TAMCN. o NSN relates to LIN/TAMCN for selection options during individual issue. Stock Number (Catalog Mgmt) o NSNs. o Locally establish Management Control Numbers MCN). o Manufacturer’s part numbers. Substitute Stock Number (Catalog Mgmt) o Optional for allowing use of one stock number over the preferred. o Equivalent or near equivalent use.

Warehousing Application Functionality Cont. Basic information on set-ups for the Warehouse Management Module environment continued: Stock Item (Catalog Mgmt) o Indicates stock number used in warehouse. o Establish replenishment method and values. Manufacturer Part Number (Catalog Mgmt) o Cage Code, Model, Universal Product Code (UPC). Location Condition Code Default (Warehouse Mgmt) o Stock Nbr/TAMCN condition code assignment for return items. Master Issue List (MIL) (Customer Mgmt) o Common list of equipment for individual or unit issue o Stock number (un-sized) and LIN/TAMCN (sized/un-sized) o Specifies equipment and quantity Member Profile (Customer Mgmt) o Establishes Member in Warehouse application o Accessible from any warehouse/issue point Unit Identification Code (UIC) (Customer Mgmt) o Assigned to Member Profile o Identifies MIL assignment o Determines Member as UIC Custodian for Unit issues

For an Item to be identified and utilized as Collateral (e.g. SSRI, UURI), it must be cataloged as a Collateral Item and configured correctly within DPAS. (Catalog Mgmt) For an Item to be utilized as a Set, Kit, Outfit, or Parent/Child, it must be configured as a SKO Item within DPAS. (Catalog Mgmt) Configuration Key Points (DMC)
