The Partners Seven Workforce Investment Boards –Berks County Workforce Investment Board –Central Workforce Development Corporation –South Central Workforce Investment Board –North Central Workforce Investment Board –West Central Job Partnership –Regional Center for Workforce Excellence –Lancaster County Workforce Investment Board Corporation for a Skilled Workforce (project evaluation); Industrial Resource Centers (MEP), Ben Franklin Technology Partnership; Schools, universities, training programs; 125+ companies representing four industry groups.

The Project Incumbent Worker Training focusing on higher-level skill attainment with four industry groups… –Food; –Cabinetry (lumber and wood); –Powdered metals; –Plastics; Where needed, industry engagement and curriculum development.

Funding High Growth Job Training Grant from the US Department of Labor for $1.35 million; Additional funding from the PA Department of Labor and Industry in the amount of $358,000 for the food project and $400,000 for the plastics project; Collaboration with the Susquehanna Valley Advanced Manufacturing Alliance for the food project for a proposed additional $50,000; Lancaster County Workforce Investment Board is the fiscal agent for the project.

Food Two distinct initiatives… –Mechatronics for higher level process control and industrial maintenance; –More generic training related to advanced food processing skills; 20+ food processing companies in a ten county area in SC PA; In cooperation with six career and technology centers, two community colleges, one state college of technology, two four-year colleges, two manufacturers’ associations, and one industrial resource center (MEP).

Mechatronics Anchored by Hershey Foods and its four divisions in the regions as well as its corporate engineering center; Train 200+ Hershey industrial electricians, craftspeople, and engineers; Curriculum being jointly developed; Faculty will participate in training with Hershey staff and, eventually, become Hershey trainers; Educators will incorporate generic skills into curricula.

Content Networking (install and troubleshoot software; use of DeviceNet; use of Data Highway, TCP/IP, and ControlNet protocols); Maintaining robots; A variety of tasks related to process controls (calibrate, install, and repair various transmitter, gages, and switches; calibrate proportional control valves and process control loops; troubleshoot and replace transducers); Higher level tasks related to programmable logic controllers (create and modify ladder logic; install and troubleshoot PLC hardware; create and modify alternative programming languages); Work with human machine interface software including Wonderware, Intellution, PanelBuilder, Interact, and RSView 32.

Food Processing 20+ food processing companies in a ten county area of south central PA; Each company put together a three-year training plan using a course list of 50+ courses developed by a subject matter expert; Top courses in demand became the shared curriculum around which training was developed; Training uses a variety of providers; Consortium run by a subject matter expert from PennTAP.

Content Food safety (front-line food safety, HACCP for food processors, food plant sanitation, food product safety auditing and inspection); Product development (fundamentals of new product development, food shelf-life studies, food labeling requirements); Industrial maintenance (electricity for maintenance and operations, wiring and electrical control, AC and DC variable speed motors); Management (fundamentals of inventory control, principles of lean manufacturing).

Cabinetry (Lumber and Wood) Two distinct initiatives… –Training of 40 master wood finishers; –More generic training related to advanced skills in the cabinetry industry; Ten cabinetry companies in a five county area of south central and southeast PA; In cooperation with a career and technology center, a State college of technology, and the Center of Excellence in Wood Finishing located in Lancaster, PA.

Wood Finishing Working with the American Wood Finishing Institute to develop a curriculum to train master wood finishers; Curriculum is a 60-hour training that involves classroom and laboratory instruction; Training for 40 finishers begins in March 2005; Faculty of Stevens College and Lancaster County Career and Technology Center in the process of being trained; Lab being developed for Lancaster area.

Lumber and Wood Products Seven companies in the Lancaster area; Shared curriculum… –English as second language (Title II) –Wood species identification (PennTAP) –Preventing injuries through ergonomics (Millersville University) –Supervisory training (Penn State) –Lean manufacturing (MEP) Curriculum being developed by a variety of vendors.

Powdered Metals Three workforce boards in north central and northwest PA working with 55+ powdered metals manufacturers in a 14 county area; Training for 175 workers using PMI Technology and Education Center of Excellence, Penn State Erie-The Behrend College, Manufacturing Association of Northwest PA, Kerr Technology Center, the NW IRC, VX Corporation, and Epicor as vendors.

Content CNC (Programming, Milling, Lathe, RAM EDM, Wire EDM, Grinding), GD & T, Accelerated Milling; CAD, CAM, MasterCAM 2D, SurfCAM Software; Mold Design, Quality Control Technology, SPC, CMM, ID & OD Grinding, Welding, High-end Manufacturing Computer Training, Advanced Machining, ISO; VX (Product Design & Programming), Lean Manufacturing, Vantage Modules, Pro E; Robotics and Industrial Maintenance.

Plastics A consortium of 20+ plastics companies in central PA that was formed by the Central PA Workforce Development Corporation (CPWDC) in cooperation with the Plastics Manufacturing Center (PMC) at Pennsylvania College of Technology in Williamsport, PA; Working toward the development of a Center of Excellence led by PMC and the CPWDC that supports the manufacturing of a variety of plastic products that are made in the area.

Metrics A series of return on investment (ROI) measures being identified by Corporation for a Skilled Workforce in cooperation with industry partners; –Fewer skill shortages (lower vacancy rates); –Higher productivity (less down time, more interchangeability of jobs, less absenteeism, less waste); –More innovation; –Career ladders full with sufficient people at all levels.
