Cal/OSHA VPP Star Comparing Cal/OSHA VPP to Federal VPP You have to have a Mentor You must identify Specific Hazards with Title 8 for your work & have someone who is knowledgeable in Title 8 Regulations List all applicable Cal/OSHA programs

Commitment Pursuing Cal/OSHA VPP is not something you go into lightly You need buy in from ALL levels within your organization Upper Management Middle Management First Line Supervisors Employees

Commitment VPP will require time invested For pursuing your goal (Cal/OSHA VPP Star Site) Time set aside for employees/teams to work towards closing the gaps For education/communicating to workers (what is VPP) Many Petrochem’s employees ask: “Are we going to be paid for working on VPP?”

Commitment $$ MONEY $$ Everyone ALWAYS wants to know how much its going to cost Remember VPP is an investment In your company Employees Safety Depending on what needs to be changed What you just want to change There is no set dollar amount that you have to spend on Cal/OSHA VPP Star Program, you can always plan for a budget.

Mentors You will need to complete the mentor request form located on the Cal/OSHA VPP website: https://www.dir.ca.gov/dosh/cal_vpp/starreach.htmlhttps://www.dir.ca.gov/dosh/cal_vpp/starreach.html Cal/OSHA VPP Office will assign your site ONE Mentor depending on your Needs Remember Mentors are: Someone that can answer your questions Can be a second set of eyes Have been where you are now Are someone you can learn from A mentor is NOT someone who is going to do the work for you … they are there to help, teach and lend a hand They are not your primary Safety and Health Consultant

Mentors Due to Petrochem’s location, we were lucky enough to have several mentors Valero Benicia: Rick Irizarry (Main Mentor) NuStar Energy: Terry Schulte (1 st Mentor) Guarantee Electric (VPP Star Site): Mike Evans (at our location) Safway Scaffolding (VPP Star Site): Jeff Mcdermott (at our location) Phillips 66: Harvey Duran (pursuing VPP same time) Each one had something special to offer. We have built very special bonds with each of them.

Building your Teams First, select a Coordinator This person keeps everyone on track, funneling all information, requesting information Coordinator roles at your site Coordinator should be knowledgeable in regulations, able to delegate, communicate, and stay organized Coordinator responsibilities are to guide, oversee, and organize your team’s progress specific to your site. Regional/Corporate health and safety staff will support your site coordinator as needed.

Team Leads Leaders should be People who want to be there Someone you can count on Organized Able to work independently and with other Able to keep building their teams Having fun while you are working towards your goal Unafraid to ask for help

Getting everyone on board Start talking about VPP with your work groups In safety meetings Manager meetings Have fun with it, get everyone excited to be recognized for being the BEST of the BEST. When you have buy-in from the start, it will make your journey a lot easier

Staying Focused Keeping your eye on the prize is probably one of the hardest things to do. Due to the time and effort that goes into becoming Cal/OSHA VPP Star Site You will need a tracking system that works This will help you stay on track and communicate back to your employees Staying Motivated Give updates regularly to your teams and employees Letting your employees take the lead will help them Feel empowered Feel that they had a contribution

Review Documents Drafted Sections Have someone to review sections as they are completed Spelling, punctuation, changes If you are changing procedures or work processes make sure you are sharing with and educating your employees Remember If you say you are doing it, you need to be doing it

Our Challenges Documentation Training docs; not uniformed names, dates, trainer name, corrections made and reviewed Ensuring employees received materials when they been absent Inspections, not being completed or turned in routinely (tracking) Corrections made to over come challenges Implemented a tracking system, that will show completions of inspections, when they are due, who they are assigned to Added sections to training docs to show, name, date, trainer, corrections, reviews

Petrochem’s Timeline to VPP 2008 Petrochem begins pursuit of VPP Joined Region IX VPPPA 2009 Started attending VPPPA Conferences Became involved with Valero’s safety forums and sub-groups 2010 Progress with Cal/VPP program stopped, due to change in site management 2011 Petrochem start pursuing Cal/VPP Star program Petrochem starts attending Valero’s Cal/VPP Star meetings Petrochem joins, Sub-Group1, and SNAP program in Valero

Petrochem’s Timeline to VPP (Cont.) 2012-2014 Petrochem still working on becoming a VPP Star Site Performed audits, small workshops to educate employees, BBQs, VPP Clean Up Days, policy reviews, training, etc. Pre/post audits by mentors Completed “punch list” made as a result of these audits 2014 Application submittal Application was reviewed by Cal/OSHA VPP and additional information was provided Pre visit was performed by Walter Gonzales(STM) from GE Cardinal Cogen August 2014 Onsite team visit was scheduled during August 12-14th Onsite team consisted of two Cal/OSHA VPP consultants and one STM September 2014 Evaluation Report was received on September 12, 2014 Status report was provided to Cal/VPP office every 3 weeks Action items in the evaluation report must be completed within 90 days from September 12

Petrochem’s Timeline to VPP(Cont.) December 2014 The final report with corrective actions was completed and communicated to Cal/VPP team Follow up visit was completed by team members on December 14 th. Petrochem became the 71 st Cal/VPP Star Site January 2015 Started planning for our Cal/VPP Star Celebration Sent out invitations April 2015 Petrochem celebrated the Cal/Star achievement on April 3 rd at Benicia Veteran’s Memorial Hall
