Food Standards Scotland Launched on 1st April 2015 Established by the Food (Scotland) Act 2015 Non-ministerial office, part of the Scottish Administration Works alongside, but separate from, the Scottish Government

Food Standards Scotland Took over the functions previously held by the Food Standards Agency in Scotland, with a broader remit to include diet & nutrition. Works closely with the Food Standards Agency on many matters, for example: UK-wide incidents European developments Science and evidence

Our objectives: Protect public from risks to health which may arise in connection with the consumption of food Improve the extent to which members of the public have diets which are conducive to good health Protect the other interests of consumers in relation to food

Functions: To develop and help others develop policies on food and animal feed To advise the Scottish Government, other authorities and the public on food and animal feed To keep the Scottish public and users of animal feed advised to help them make informed decisions about food and feed stuffs To monitor the performance of food enforcement authorities.

Who are we? FSS Staff – The Board is supported by approximately 160 operations field based staff working across Scotland, and office based staff working within Aberdeen. The staff are led by Chief Executive, Geoff Ogle and the Senior Management Team, Elspeth Macdonald – Deputy Chief Executive, Ian McWatt – Director of Operations, and Peter Midgley - Director of Policy, Science & Evidence.

Operational Delivery Approx. 70- 80 Meat Hygiene Inspectors working in plants across Scotland. 40 Official Veterinarian Officers in plants across Scotland. Across Scotland there are approx.. 31 slaughter establishments, 13 game handlers and 100 cutting plants. Responsible for the approval and delivery of official controls in all slaughter houses, game handling establishments and cutting plants in Scotland. Responsible for delivery of official controls and running of the Scottish shellfish monitoring regime.

Intelligence, Incidents and Delivery Assurance To ensure effective delivery of official controls relating to food safety, feed safety and food standards by working with LA and delivery bodies. Develop an enforcement framework for Scotland to ensure delivery of Policy relating to food and feed safety, food standards, authenticity and labelling. To lead projects specific to delivery of LA functions and expert committee’s reporting on enforcement functions. To ensure effective investigation and management of food related incidents and food fraud in Scotland. Undertake planning for response to food related emergencies. Mange the Food Hygiene Information Scheme (FHIS) and Eatsafe Scheme and work with local authorities too provide guidance to businesses on the management of food safety systems.

Local Authority and Veterinary Audit We are charged with monitoring and auditing Local Authorities under the Food Standards Act 1999 and the Official Feed and Food Controls (Scotland) Regulations 2009. The purpose of these audits is to verify whether official controls relating to feed and food law are effectively implemented. We audit Scotland’s approved meat establishments to make sure food business operators are complying with food laws, and are meeting relevant standards in public health, animal health and welfare. Nutrition Science & Policy Food Standards Scotland will lead and focus on: Providing impartial and evidence-based public health nutrition advice for consumers, health and education professionals and policy makers in Scotland. Strategic co-ordination of diet and nutrition research and surveillance in Scotland, providing information on which to revise and develop dietary policy for Scotland. Advising on, publicising and developing policy in respect of the Scottish diet. Providing the guidance and expertise necessary to ensure coherent and aligned delivery of dietary health improvement. Advising Ministers, making recommendations, where appropriate, on actions that improve dietary health. Ensure that public health nutrition policy protects the health of the Scottish population and puts the consumer first.

Food Protection Science & Surveillance Work with key stakeholders to implement strategies for reducing foodborne illness in Scotland, focussing on Campylobacter, VTEC, Listeria Develop and promote food hygiene messaging to consumers Production of guidance and management tools to assist food businesses in controlling contamination from farm to fork. Strategies for reducing foodborne illness in Scotland Research, Surveillance and monitoring relating to food safety and consumer protection Commission and manage research programmes on food safety and consumer protection Design of official control monitoring programmes on shellfish hygiene and marine biotoxins. Develop and manage food surveillance activities, including sampling programmes to determine the authenticity of foods produced and sold in Scotland. Scientific and technical support Lead on all scientific and technical support relating to food safety and consumer protection Provision of risk assessment to support the management of incidents and outbreaks
