2 Background 2 Community Services Block Grant (CSBG) is funding designed to lessen poverty in communities. Funds are provided by the US Department of Health and Human Services to the State of Kansas Housing Resources Corporation (KHRC), which are passed through to 8 Community Action Programs in the State.

3 Timeline 3 December 2015 - Preliminary guidance on funding amounts received January 7, 2016 - CSBG Review Committee completed funding recommendations February 9, 2016 - City Council reviews grant application February 19, 2016 - Grant application due to KHRC April 1, 2016 - CSBG grant year begins

4 Review Committee 4 CSBG Review Committee includes 12 representatives: 8 appointed by Council; 4 elected via Neighborhood Resource Centers The committee met on January 7, 2016, to review CSBG program outcomes and expenditures 2016 program funding is based on committee recommendation

5 2015 Grant Year Accomplishments WSCCAP – The Individual and Family Development (IFD) Program: 205 individuals were assisted and 110 received supportive services. Project Access – 589 uninsured eligible individuals were provided access to prescriptions and medical supplies. Employment and Training – 116 IFD clients were referred for employment, education and training assistance. Summer Activity Camps – 113 eligible youth attended one of three summer activity camps for eight weeks. 5

6 Recommended Funding 6 WSCCAP Staff - The CSBG Review Committee recommends $446,385 to fund six City staff and operating expenditures. Staff administers CSBG grant funds, and will assist 225 eligible individuals. Project Access – The CSBG Review Committee recommends $200,000 for prescription assistance and durable medical equipment to assist 600 uninsured citizens.

7 Recommended Funding Employment and Training - The CSBG Review Committee recommends $160,000 to support employment and training activities for approximately 150 referrals. Summer Activity Camps – The CSBG Review Committee recommends $50,000 to fund three summer activity camps for 200 eligible youth, ages 6-14, operated by the Park and Recreation Department. 7

8 Other Considerations Youth Employment (The Way to Work) - The program is funded in the summer of 2016 using CDBG funds ($146,800) and prior 2015 grant year CSBG funds ($40,895). Staff anticipates hiring 120 youth 14-17 years of age. For the summer of 2017, $225,000 in CDBG funding has been approved for youth employment; no CSBG funds are recommended at this time. 8

9 Other Considerations Employment and Training - The CSBG Review Committee recommends issuing an RFP for the $160,000 allocation of funding in the 2016 CSBG grant application. Staff recommends considering options for next year’s CSBG grant to increase the strategic focus of CSBG funding more into the Job Preparation and Training space. 9

10 Recommended Action The CSBG Review Committee recommends City Council approve the 2016 CSBG grant year application in the amount of $943,594, and authorize the necessary signatures. 10
