4 Background on the Duwamish Duwamish are the First People of Seattle – here since 8000 BC Chief Seattle is the namesake of the City of Seattle In 1851, first Europeans landed at Alki Point In 1855, Chief Seattle signed a treaty with the US government to give the Duwamish land in exchange for a reservation, which was never received The Duwamish are not recognized by the US government as an official tribe

5 Student Activity – Linking the Law to the Environment Goal: (1) Learn about federal agencies, (2) Analyze how laws apply to cleanup of “Superfund” sites Step 1: Discuss the creation of the US Environmental Protection Agency (EPA) Step 2: Students will visit the Duwamish Superfund site. Possible joint activity with Geog 100 class. Step 3: Students will write short reflective activity

6 Environment and the Law First, students will: 1.Read text on Agency law (creation, purpose, rulemaking, enforcement) 2. Watch a movie, Chief Seattle, on the history of the Duwamish first people 15 minute discussion following each

Century of heavy industrial use contaminated Duwamish with toxic chemicals from many sources, including PCBs, dioxins, carcinogens, arsenic Chemicals stay in environment a long time Unsafe levels in fish and shellfish Lower Duwamish added to EPA’s National Priorities List in 2001 US EPA and Washington State Department of Ecology working together to cleanup

8 Timeline of EPA Action

9 Hot off the press! EPA Decision 11/14/14 The Record of Decision - or “ROD” - is the EPA’s cleanup plan to reduce risks to people’s health and the environment from toxic chemicals in the river. The plan includes details of the cleanup of about 177 acres in the waterway. Cleanup will involve dredging, capping, and natural sedimentation. The cleanup will cost an estimated $342 million. These cleanup actions complement the work of state, county and city agencies to improve the health of the Green/Duwamish watershed. All of these actions together will remove over 90 percent of contamination in the waterway.

11 CONCLUSION Students will finish Sustainability Week with a short reflection essay As a class, we will analyze how the US Environmental Protection Agency creates and enforces rules, and how the EPA is using its power to cleanup the Duwamish Superfund site.
