4 POLICY STATEMENTS Early childhood Early childhood education for children aged between 4 and 5 years shall be formalized and integrated into the formal education system and shall be a component of basic education Primary The government shall ensure that all primary school age children are enrolled at the right age, remain in school in full attendance, perform well and successfully complete primary education 4

5 POLICY STATEMENTS Secondary A four-year secondary education shall be provided for all. Higher education Government shall encourage public and private sectors to expand access to higher education, respond to the diversified socio economic demands and expand the frontiers of knowledge.

6 POLICY STATEMENTS Private school Partnership with the private sector in the provision of education shall be encouraged and promoted. There shall be a regulatory and supervisory body responsible for private schools Vocational training Technical education and vocational education and training shall be designed in line with labour market demands. 6

7 POLICY STATEMENTS Curriculum There shall be established a curriculum institute vested with authority to prepare, review and restructure curriculum for pre-primary, primary, secondary, teacher education, post-secondary institutions and non-formal education and training Examination An examination organ shall be established in Zanzibar to design, regulate and conduct examinations within the formal school and adult education. Library Every school shall have a library or resource centre, adequate stock of books and trained librarians.

8 8 Laboratory There shall be well-equipped science laboratories and trained laboratory assistants or technicians in every school ICT Computer education shall be introduced in schools, colleges and other education institutions. Language of instruction Kiswahili shall continue as the medium of instruction in public pre-primary and primary schools except for mathematics and science subjects beginning primary five where English shall be used POLICY STATEMENTS

9 Teacher education There shall be a single authority responsible for the recruitment of teachers. Recruitment of teachers shall be transparent, demand based and done through competitive examinations to ensure employment of high quality teachers. Teacher training colleges shall be part of the State University of Zanzibar ICT shall be promoted in teaching as a tool to enhance teaching/learning process 9 POLICY STATEMENTS

10 Inspectorate The Inspectorate shall be restructured and strengthened to become an autonomous body. Department of Inspection, TCs and Teacher Training Colleges shall harmonize and coordinate their programmes and activities. Monitoring and Evaluation Monitoring and evaluation shall be inbuilt at all levels of education so as to measure the performance of the system. 10

11 Implementation Status What has been done? 11

12 Pre –primary education Pre-primary is now a part of compulsory education Private sectors encouraged to open more schools Pre-primary classes established in government primary and basic schools RISE project Introduced 12

13 Primary Education English is a language of instruction on primary 5-6 Classrooms have been constructed (DPs, Communities, etc) Curriculum for 6 years of primary education has been developed and is in operation, Manuals for training teachers of standard 5 – 6 in the use of English as medium of instruction have been developed and training provided. Pupils who follow the new primary curricula are in form I now Textbooks for primary education procured and distributed 13

14 Secondary Education Compulsory for 4 yrs (Form 1 – Form 4). Gradual implementation. New modern Secondary Schools Constructed with fully equipped laboratories and computer rooms. Teachers trained in science, mathematics and English Science camps conducted for girls. Textbooks in place for all subjects with a 1:1 pupil textbook ratio. 14

15 Other Policy Issues implemented so far. NTTC have been incorporated into SUZA to ensure quality of teacher training is monitored. Minimum standards learning environment are being developed and teachers are trained. Textbook policy in place. Decentralisation of number of Authorities –ZEC.(Zanzibar examination council) –ZIE (Zanzibar Institute of Education) –HELB(higher Education Loan Board) –VTA and Office of Chief Inspectors are semi autonomous Alternative learning and skills development centres have been established 15

16 Conclusion Quality of Education is still an issue in Zanzibar and it needs more support. 16
