Outline project timescale Sept - Nov 2012 project initiation work, finalise MER framework Dec 2012/Jan 2013 data return and reports from SRBs Jan – May 2013 stakeholder involvement, options generation and appraisal, July 2013 Schools Forum decision on preferred options and issues to be consulted on via Fair Funding. Decommissioning decisions and contract termination notices as needed Sept -Nov13 Fair Funding consultation Sept 13-July 2014 transition planning, statutory consultation and public notice process for SRB closures/ openings. HR process where needed Sept 2014 new/ amended models operational with revised SLA

Progress so far The review is progressing in line with the timescales outlined in MI 199/12 Performance data for each SRB has been gathered and is being analysed Activity in the spring term focuses on stakeholder engagement and consultation An evaluation report based on all data and feedback will be compiled during April to inform commissioning options Schools Forum will decide on the direction of travel All schools will be consulted via Fair Funding during the autumn term Any new SRBs or those where closure is proposed will be subject to a full statutory consultation and public notice process

Key Messages It is business as usual for SRBs during the review period Any changes proposed will be evidence-based and aim to: Improve outcomes for children Obtain best value for money from the High Needs Block Improve the SEN provision map across Norfolk

Key messages continued: Schools will have the opportunity to decide whether some of the SRB funding could be more effectively used by clusters to meet need locally But this is NOT a cost-saving exercise
