NDC is activated. Localized incident within the district. Not potentially widespread. Threats to life, damage to property and environment is small. Need more resources and required District response. Manageable by District Office under DDMC. Localized incident with small scale of impact. Not potentially widespread. Not complex. Threats to life, damage to property and environment is small. Manageable by Incident Commander
