3 The Process...  Structured Process - Best Value  Price & other factors are considered  Only written questions and those submitted by email (preferred)/fax will receive responses.  Deadline for questions:  December 18, 2015 @ 3:00 PM  Jose.Sandoval@sdcounty.ca.gov  Subject: RFP 7114

4 The Process.. (continued)  Addendum/addenda will be issued with clarifications/changes  Proposals will be evaluated per the Submittal Requirements as stated in the RFP  All proposals are due PRIOR TO AND NO LATER THAN :  3:00 PM, January 15, 2016  Contract Term – July 1, 2016 – June 30, 2017 with four (4) one-year renewal options and optional 1-6 months if needed at the end of the option year.

5 Deliver Location  Your proposals must be delivered at the Front Desk, Department of Purchasing and Contracting, Suite 270, 5560 Overland Ave, San Diego, CA 92123  Late proposals will not be reviewed

6 RFP Packet  Cover Letter to the RFP  P&C 600 form (proposal cover page)  Representations and Certifications Form  Contract Conflict Certification Form  Indemnification Certification Form  DVBE Forms (not required from non-profit organizations)  RFP Terms and Conditions  RFP Submittal Requirements  Draft Contract Template & Exhibits A, B, and C

7 P&C 600 Form  Proposal due date and time  PCOs e-mail address  Offeror contact person and contact information  Acknowledge receipt of the RFP and insert the number of Addenda received  The completed P&C 600, becomes page one of the proposal

8 Representations and Certifications  The completed R&C page, becomes page two of the proposal  Non-Profit Status Proof & subcontract requirements  Disabled Veterans Business Enterprise requirements  Certification of Debarment, Suspension, Current Cost or Pricing and Independent Pricing  Name, Title, Date & Signature

9 Contract Conflict Certification  The completed Contract Conflict Certification Form, becomes page three of the proposal  Attach disclosures to certification form or declare “None”  Company/Organization  Name, Title, Date & Signature

10 Indemnification Certification Form  The completed Indemnification Certification Form needs to be submitted with the proposal

11 Terms & Conditions  RFP Process  Submittal Requirements/Evaluation  Review the requirements of each section

12 Submittal Requirements/ Evaluation  Copies and General Instructions:  One (1) original  Ten (10) hard copies of each proposal  Two (2) CDs with complete proposal  County requirement for original submission (no shading, no color, no photos)

13 Submittal Requirements/Evaluation In descending order of importance:  Evaluation Area 1 Sections 8,9,10 and 13  Evaluation Area 2 Sections 6 and 7  Evaluation Area 3 Section 5  Evaluation Area 4 Sections 11, 12 and 14

16 Tips….  Follow the Terms & Conditions and the Submittal Requirements/Evaluation Criteria  Respond to all requirements  Do not assume evaluators know you  It is the Offeror's responsibility to check for addenda.  Deadline is absolute. Prior to and no later than: 3:00 PM – January 15, 2016

17 Questions  Submit questions/clarifications via e-mail to the Contracting Officer:  Jose.Sandoval@sdcounty.ca.gov  Subject: RFP 7114  Questions must be received in writing no later than 3:00 PM on December 18, 2015  Questions will be answered in the subsequent addendum and posted to BuyNet

18 Note  Oral explanation or instructions shall not be considered binding on behalf of the County  Any modification to this RFP will be issued by the County as a written addendum and posted to BuyNet

19 Estimated Schedule  Questions due: 3:00 PM on December 18, 2015  Proposals due: 3:00 PM on January 15, 2016  Proposals evaluation: January-February 2016  Notice of Intent to Award: March 2016  Award Contract: April 2016  Contract start date: July 1, 2016
