TJ tells Monroe and Livingston – get NO and all the land you can for 10 million $ Napoleon has lost Santa Domingo and doesn’t want the US and GB to become Allies – so he agrees to dump all of Louisiana for 15 million $ We agree – TJ worries that the purchase is unconstitutional BUT the Senate passes it and we get all that land for 3 cents an acre. What a deal

3. The Louisiana purchase Problem: Spain had given New Orleans and surrounding territory to France – French control of New Orleans means big trouble for the US (Miss. River travel must pass through NO) Solutions: 1. War with France would mean requesting an alliance with GB 2. Try to buy New Orleans from France and avoid war and foreign entanglements

4. Louisiana Room now for America to grow – farms for all! No more fear of a foreign country with a presence near our borders. Expeditions by Lewis and Clark and later Zebulon Pike to chart the area, meet the natives and see what kind of goodies are out there! In the long run, the LP enriched our country and increased the power of the Federal Govt.

5. Aaron Burr, what a creep! Burr was dumped by Jefferson in his second term…so to fill his time he… Conspired with some Federalist extremists to have New England and New York SECEDE from the US. Plot failed because Hamilton exposed it. Burr challenges Hamilton to a duel – he reluctantly agrees and is killed by Burr. Then Burr tries another “secession” scheme with some questionable characters West of the Mississippi – it too fails.

6. Problems with Great Britain France and GB are at war. The US wants to stay neutral and trade with both GB issues “Orders in Council” – any ship going to trade with France must stop in GB first France retaliates by seizing any merchant ships going to GB The US is losing both ways GB is also “impressing” American sailors (6000 in 3 years) GB fires on the “Chesapeake” 3 Americans killed and 18 wounded – people angry & want war

7. Embargo Problem – the US is too weak to pick a fight with France or GB but still angry. Solution (TJ) EMBARGO (late 1807)– don’t export anything to any country til they promise to respect American rights on the seas Reality? Embargo hurt US in every region, people outraged, the Federalists even get some support Embargo repealed in March 1809 and replaced with the NON-INTERCOURSE ACT (we’ll trade with everyone except GB and France)

8. Madison Elected in 1808 – a Virginian and DR 1810 – Non-intercourse Act expires, Congress comes up with Macon’s Bill No. 2 The US will resume trading with France or GB IF they lift their restrictions. The US will then continue to Embargo the other. Results: France agrees, GB does not – we continue embargo with GB, a step towards war

9. Tecumseh and the Prophet By 1811, Congress had changed and many new members were from the South and Western areas – one faction (young hotheads) were called “War Hawks” Indian issues – Two Shawnee brothers – Tecumseh and the Prophet organized all the tribes E of Miss. R. to fight against further white land grabbing. Battle of Tippecanoe – Indianan territory – Wm H.Harrison attacks Shawnee, wins, Tecumseh allies with the British after that.

10. Madison’s War By 1812, JM decides we have to go to war with GB – Why They support Indians raids in the west The war hawks are pushing hard for this We have avoided it for 5 years and it has cost us through loss of trade and internal bickering

11. War with Old England and New England Most of the support to go to war came from the west and south, VA and PA. New England was opposed – why? Lots of Federalists there, pro-British sympathy NE actually helped GB by lending $, selling food, and not sending state militias to help the US
