Changes in VOCA: Legal Assistance Victim assistance agencies can provide the following services: Emergency legal assistance such as: Emergency legal assistance such as: –Filing restraining orders –Obtaining emergency custody/visitation rights (when directly connected to family violence) –Victim advocacy during criminal proceedings –Assisting in recovering restitution –Asserting victims’ rights in criminal proceedings All of these services must be directly related to the victimization of the crime victim.

Changes in VOCA: Legal Assistance The following are NOT allowed under the updated VOCA regulations: –Tort actions –Criminal defense –Divorce –Civil restitution efforts

VOCA 2017 Funding If you currently have a grant in place for any of the priorities that follow, you will not be eligible to apply for a second grant under that priority until the final year of your current grant. Projects ending in 2017 will be able to apply for grant funding during this application period. Projects ending in 2018 must wait until 2017 to apply for subsequent funding. All grants will be funded for a period of two (2) years only.

VOCA 2017 Funding Priorities Sexual Assault & Spousal Abuse Victims’ Services Proposals submitted should address the needs of victims of sexual assault or spousal abuse (includes domestic violence or intimate partner violence) by providing direct services to victims of crime.

VOCA 2017 Funding Priorities Sexual Assault & Spousal Abuse Victims’ Services Proposals should provide direct services that: Respond to the emotional, psychological, or physical needs of crime victims Assist victims to stabilize their lives after victimization Assist victims to understand and participate in the criminal justice system Restore a measure of security and safety for victims

VOCA 2017 Funding Priorities Sexual Assault & Domestic Violence Services Proposals should include a plan of action to provide core crisis intervention services to sexual assault and/or domestic violence victims, including: Counseling Crisis line operation Shelter services Therapy Client outreach services Court advocacy services Information & referral services Short term housing

VOCA 2017 Funding Priorities (Continued) Child Abuse and Neglect Services Proposals should describe services to be provided by an accredited Child Advocacy Center (CAC) or by a provisional CAC in the process of developing child advocacy services but not yet accredited and has a signed interagency agreement with the District Attorney’s office, the local department of social services and local law enforcement agencies (at minimum).

VOCA 2017 Funding Priorities (Continued) Child Abuse and Neglect Services (Continued) Proposals may include costs to cover direct service personnel to provide advocacy, mental health counseling/services, and child medical evaluations. Proposals may address the development of new CACs or the establishment of ‘satellite’ CACs to cover remote or rural regions of the state.

VOCA 2017 Funding Priorities (Continued) Human Trafficking Proposals should focus on improving the level of service provided to victims of human trafficking by increasing the number of agencies and service providers qualified to work with trafficking victims and their specific needs.

VOCA 2017 Funding Priorities (Continued) Underserved Crime Victims Underserved populations may be distinguished by the crime type or by demographic characteristics. They may include populations overlooked in the past, who may have not received adequate services or may require special consideration or services. Proposals under this priority should include local or regional programs to address underserved crime groups by providing a broad array of services and/or by developing a program that provides services that can be replicated in other areas of the state.

VOCA Match Waiver Requests Match waiver requests must be submitted in writing to the Governor’s Crime Commission.
