Session Aims To refresh on the key FFI principles and how school budgets are configured To understand the FFI process and to be aware of the key deadlines Session Outcomes By the end of this session you will be able to plan the FFI process into your Summer and Autumn term 2015 You will know who and how to contact your FFI co- ordinator

Funding for Inclusion (FFI) was introduced to mainstream schools in 2002 to distribute the SEN budget to schools. It is based on six key principles: SEN funding is targeted on provision for pupils with SEN. Children’s Services identifies the SEN Cohort. Severity of difficulty and appropriate provision are linked through a grid that determines level of funding. Funding for SEN is allocated once a year. EHC Plans still exist but funding for children and young people with an EHC Plan in schools is allocated through the FFI process. Arrangements for monitoring at individual pupil, school and Children’s Services levels are being developed and implemented. FFI Introduction

Funding For Inclusion - Key Points FFI is “High Needs” Top-up funding FFI is additional to a school’s: Core education funding (AWPU) – Element 1 Formula funding (Notional Inclusion Budget) – Element 2 FFI is not attached to EHC Plans Minimise bureaucracy and return Statements / EHC Plans to their original purpose. FFI and EHC assessment have separate processes and timescales FFI allows schools to be flexible in supporting all pupils with SEN

FFI Bands A pupil’s needs can be categorised in one (or more) of the following bands. A Band Cognition and Learning A Band Cognition and Learning B Band B Band – Vision C Band C Band – Hearing D Band D Band - Physical Skills E Band Communication & Interaction E Band Communication & Interaction F Band F Band – Social, Emotional & Mental Health G Band G Band – Healthcare needs FFIFFI

High Needs top-up funding delivered as “equitable and as objectively as possible” Allocated once a year and reviewed when a CYP is in a specific review year group Funding review years are R, 1, 3, 5, 7, 10 (by age) A Band is allocated based on assessment data provided by school. Separate process for children of Reception age B and C Band identified by the respective sensory team D, E, F and G and are applied for in the initial pupil stage when the pupil is in a review year New G band and New to Authority funding requests can be submitted to one of the termly Exceptions panels. Bands are divided into specific tiers Funding may be allocated in more than one band FFI Key Points

The Funding For Inclusion Process In the Summer term before a CYP enters a review year Be mindful of teacher Assessments – A Band (Key Stage Data Collector) Make sure sensory teams are involved with B and C band Think about putting information together for E, F, D and G band pupils Initial Pupil List is opened in Autumn term Pupils in the FFI review years for B, C, D, E are shown on the Initial Pupil list online. A band decisions made against teacher assessments submitted via KSDC and for Reception pupils against EYFS data and provision E and F band pupils will be reviewed for pupils in review year groups only D and G band moderation Process in Autumn Term Schools upload request to Synergy Gateway. FFI Team collates the Funding allocations Budgets are reviewed, modelled and finalised by 31 st December for the new financial year

Early Years FFI (EYFFI) Funding support for all Early Years Settings incl. SILCS, School nurseries, Children’s Centres, PVI and Child minders all funded from the High Needs Block Available to 2, 3 and 4 year olds provided they are also receiving FEEE Requests can be submitted to one of the termly EYFFI panels Application and moderation route is the same for all - Three EYFFI decision making panels a year Requested by Professionals with the exception of E band e.g. Early Years SEN Inclusion Team, medical professionals, EPs etc. When funding is agreed, it remains in place until the end of August prior to moving into Reception (first FFI review period). Schools should continue to support using their delegated funding (Notional Inclusion Budget). Funding for some higher tiers continues for the remainder of the financial year. Post 16 Funding – Additional Learner Support (ALS) Funding entitlement covers support for 600 hours for pupils following a ‘coherent’ curriculum Working towards further education / employment / independence Post 16 funding applies from Year 12 in September Contact mike.shucksmith@leeds.gov.uk if you have any queriesmike.shucksmith@leeds.gov.uk

FFI Updates All updates to FFI will be documented in the FFI handbook Updates for 2016-17 FFI cycle “Graduated response” - Universal, targeted and specialist support information developed further. Early Years, B, C, E band, and F band E Band updated – Pragmatics and SLI process much more detailed ALS information updated

Key Deadlines Autumn term 2016 Initial Pupil List Open now Review pupil lists available online Monday 31st October 2016 KSDC Closes A band teacher assessments should be entered onto the Key Stage Data Collector Friday 4 th November 2016 Initial Pupil List Closes Review information for new requests and continuation of funding Monday 18 th October 2016 Deadline for EYFFI Final date for referrals for children in Early Years requiring funding from January 2016
