Major drivers of deforestation Agriculture practices Brick kilns Charcoal Road construction, ie M8 & feeder roads Hydropower – Powerline clearance to the main grid - Kabompo gorge hydropower Mining – 3 major large scale open pity mining - Displacement of people – i.e. 634 Timber harvesting

Mitigation Measures Promoting - natural regeneration - conservation farming (i.e. 1000 supported by Kansanshi mine) - establishment of exotic plantations - Early burning & other silvicultural practices Alternative income generating activities - Bee keeping & - Collection of other non timber forest products

REMNPAS Project The Reclassification and Effective Management of the National Protected Areas System (REMNPAS) Project commenced in 2006. The Project aimed at : Examining & putting in place appropriate policy, regulatory & governance frameworks in order to provide new tools for Public-Private-Community and Civil Society management partnerships. enhancing and strengthening the existing institutional capacities for improved Protected Areas representation, monitoring & evaluation including business & investment planning.

AREAS PROPOSED FOR RECLASSIFICATION Following categories were proposed to be added to the current Protected Areas system:- Nature Park, National Reserve, Partnership Park, Game Reserve, and Geoparks.

AREAS PROPOSED FOR RECLASSIFICATION AS NATURE PARKS CONT’D NATURE PARK Protected Area managed mainly for ecosystem protection and recreation by the FD gazetted area on state land managed for conserving and restoring the native elements of biodiversity Non-consumptive forms of environmental education and recreation allowed

AREAS PROPOSED FOR RECLASSIFICATION AS NATURE PARKS NWP NATURE PARKS Luji Nature Park;- North-western Province Zambezi Source Nature Park;- North western Province; and considered potential management areas that could provide case scenarios for community benefits through carbon trading and payment for environmental services.

Innovative Programme on Integrated Forest Management Management of a forest area for all different user groups, including e.g. commercial forestry, energy crops and non-timber products, agriculture, biodiversity, cultural heritage, water, soil, health and recreation Concept paper developed To be supported by Finnish Govt To be piloted in Kasempa & Mwinilunga districts of NWP Sensitisation meetings held at provincial & district levels

Project Goal The overall goal is to decrease poverty in rural communities dependent on forest resources by developing opportunities for sustainable use and management of timber and non-timber forest resources and energy crops, as well as for sustainable agricultural production.

Challenges REMNPAS classification proposals are yet to be harmonised (i.e. Forestry & ZAWA legal framework) Communities were sensitized & impatiently waiting for the piloting of the project in order to earn some benefits. Carbon trade agencies have been enticing traditional leaders to provide land & manage it for carbon credits & some were taken on tours abroad (ie Mozambique)

Challenges cont’d The Innovative Programme on Integrated Forest Management has administratively stalled The resettlement of displaced communities is leading to the opening up of forest areas. Is it possible to have a +ve Carbon balance sheet! (Drivers/mitigation measures?)
