Strengthening science – policy links The STRIVER experiences
2
STRIVER in an overall context STRIVER is funded by EC /DG Res STRIVER is one out of seven ’twinning’ river basin projects Should contribute to EUWI and the Johannesburg sustainability Summit Less on scientific publications but rather on hands-on management cases Two case basin examples will be given in this presentation
3
July 2006- Start July 2006 End June 2009
4
Water Framework Directive – the European approach to IWRM How will the policy process look like? How to define ‘good’ ecological quality WFD: § Good surface water status all over EU in 2015 How to include the public? Target for restoration high good moderate poor bad What about all transboundary river basin districts?
5
Glomma Waterframework Directive implementation Public hearings has a strong tradition in Norway Science-based STRIVER nutrient pollution modelling results included in the RBMP after strong stakeholder interaction on scenarios/mitigation measures
6
Hydropower in Vietnam -The Yali Falls and others Källa: Sweco Grøner 2007
7
Claimed local impacts No financial compensation due to loss of working places and food (fish) Health problems (respiratory and skin problems)
8
Environmental flow technique (science- stakeholder interaction)
9
Common overall STRIVER reflections Stakeholders/policy makers express need to get science- based guidance on: Useful/practical tools and guidelines for IWRM implementation Guidance on IWRM particular elements (e.g. Public particpation process and case-specific problem solving) A ’small’ research-based project like STRIVER can act as ’independent’ facilitator /’start enginge’ /meeting arena for cooperation around IWRM Environmental data /natural science ‘fact and figures’ is generally lacking. It must also be closely linked to the economic and social situation
