Feedback on the meetings with DOLE, DSWD, NEDA Secretaries - BWSC (DOLE) ABND received the approval and commitment of the DOLE, DSWD, NEDA secretaries, without comment ABND was identified as a next step at the HDPR cluster meeting

Identifying main SP programmes for the ABND Collecting data from online and offline sources (CG to provide data to Loveleen at: loveleen817@gmail.com by June-end)loveleen817@gmail.com Specific data requirements include name of the programme, legal framework, responsible institution, target population, eligibility criteria, actual coverage (latest data – no. of people, %), benefits, funding sources CG will also indicate policy gaps, implementation issues, proposed recommendations Tentative work plan: June

Tentative work plan: July Presentation of draft ABND matrix to CG in a 1-day workshop in the second week of July Modifications and validation of draft ABND matrix by CG CG will decide on recommendations to be presented to SCs Agencies like SSS, GSIS, PHIC, CSOs will be invited Presentation to the SCs on SP and WIS in the last week of July after the President’s State of Nation Address

Tentative work plan: August Area-wise consultations (1 to 2 days per consultation) to gather data from regions Identified areas are: Luzon, Visayas, Mindanao Finalize the ABND matrix in a national workshop, i.e. joint meeting of SDC Technical Board and HDPR cluster

Tentative work plan: Sep-Oct Collection of statistical and projected data from PSA, DBM, other sources CG will meet to decide on the parameters for costing Workshop will also be attended by DBM Loveleen will prepare a draft costing model and results for presentation at a national level workshop (not too high level)

Identifying some of the major social protection schemes Social insurance: SSS, PhilHealth, SSS, GSIS, Employees Compensation Benefits (work-related injuries), OWWA (OFW: disability, death) Social assistance/welfare: Social Welfare for Indigent Senior Citizens (77+, should be 60+ by law, budget constraint), CCT Social Safety Nets: CFW and FFW during disasters, Community-based Employment Program (CBEP), Emergency Employment Program LMIs: Sustainability Livelihood Program, DLIP Focal contact points/officials will be the CG members Step 1: ABND matrix
