Intro Need Ask $$$ SB411 SB411 (2015) Senator Debbie Smith Assemblymembers Benitez-Thompson, Hickey, Joiner, and Sprinkle Committee to formulate a ballot question for November 2016 election to address school capital funding. Appointees from trade groups, relevant cities, legislature, unions, cities, counties, PTA. Limited in scope, can consider room tax, gov’t services tax, real property transfer tax, sales & use tax, property tax.

Intro Need Ask $$$ SB411 SB411 (2015) Ballot question must be ready for submission to the county by April 2, 2016. Question must be approved by the voters with a majority vote in the November 8, 2016 election.

Intro Need Ask $$$ SB411 Understanding the scope of WCSD’s Capital Needs: There are 93 schools in the Washoe County School District; 1 out of 3 have gone more than 30 years since construction or rehabilitation; 1 out of 10 more than 50. Current capital need for repairs: $250,102,863. Additional capital need within ten years: $228,230,973.

Intro Need Ask $$$ SB411 Understanding the scope of WCSD’s Capital Needs: District faces 95.4% of classroom capacity. 205 portables in use. 21 Schools currently over capacity – ranging from 102.1% to 137.6% of planned enrollment. Another 17 schools between 90-100% of capacity.

Intro Need Ask $$$ SB411 Understanding the scope of WCSD’s Capital Needs: Immediate need for 1 Elementary, 2 Middle, 1.5 High Schools. $255MM By 2019, district projects additional need for 4 Elementary and 1 Middle. $145MM By 2024, projections further grow to 3 Elementary, 1 Middle, 1 High School. $206MM Total: 8 Elementary, 4 Middle, 2.5 High Schools. Based on 1.7% growth in EDAWN EPIC study.
