2 Mandated to serve as the focal point in the United Nations system for the coordination of disaster reduction and to ensure synergies among disaster reduction activities. Works with governments and partners around the world to reduce disaster risk and build resilient communities. Guided by four strategic objectives: To have disaster risk reduction be accepted and applied for climate change adaptation To increase measurable investments in disaster risk reduction To develop disaster-resilient cities, schools and hospitals To strengthen the international system for disaster risk reduction United Nations International Strategy for Disaster Reduction (UNISDR)

3 Hyogo Framework for Action 2005-2015: Building the Resilience of Nations and Communities to Disasters Adopted by 168 governments in 2005 1.Make DRR a priority: Ensure that reducing disaster risk is a national and local priority with a strong institutional basis for implementation 2.Know risks and take action: Identify, assess and monitor disaster risk- urban risk assessments - and ensure early warning 3.Build understanding and awareness: Use knowledge, innovation and education to build a culture of safetyand resilience at all levels 4.Reduce risk: Reduce underlying risk factors 5.Be prepared and ready to act: Strengthen disaster preparedness for effective response at all levels

5 UNISDR Office for Northeast Asia and Global Education and Training Institute for Disaster Risk Reduction Established with the goal of advancing resilience to risk through the integration of disaster risk reduction (DRR) and climate change adaptation (CCA) into economic and social planning Launched by the UN Secretary-General, Ban Ki- moon “[The Center is committed] to equip a new generation of urban planners and city managers with state-of–the-art knowledge of risk sensitive development’ to manage better ‘emerging risks from a changing climate.”

6 To realize its goal The Centre works through: advisory and training initiatives; targeted advocacy, expert and peer-to-peer learning, technology transfer inter-institutional and governmental cooperation. facilitation of specific activities in support of the role of the UNISDR Office in NortheastAsia.

7 Sixteen Parliamentarians from the Philippine House of Representatives yesterday adopted "the Incheon Resolution of the Philippine Parliamentarians on Effective Disaster Risk Reduction and Climate Change Adaptation" which calls for the mainstreaming of disaster risk reduction and climate change adaptation in the national budget legislation. The law makers participated in the Legislative Workshop on Effective Disaster Risk Reduction and Climate Change Adaptation in the Philippines, organized by the United Nations International Strategy for Disaster Risk Reduction with both the lower and upper houses of the Philippine Congress, from 14-17 July 2011, in Incheon, Republic of Korea. DMB: Digital Multimedia Broadcasting - Development of receiving and process technology for disaster warning to each personal device CBS and DMB have advantages on - Raising Public Awareness Example on Highway A & B for Blizzard Warning - Sending Practical Information such as “What-to-Do Manual” - CBS is not a Mass Media. It Selects Specific Users ICT for Disaster Risk Reduction (Korean Case)

Unmanned Rainfall Warning System - Measurement in upstream for the warning in downstream in mountainous area : Case study in Bongwha County in 2008 - 1,708 Sites in 227 local governments 60mm/hour or more The location of the system is higher than that of AWS and the gap of measurement is not small.
