Public Works Infrastructure Update Public Works Department April 5, 2016

Outline of Today’s Discussion 1.Priorities and Strategies for Pavement Management A.“Top 5” Roadways B.Neighborhoods C.Intersection Issues D.Chip Seal Priorities 2.Summary of Drainage Infrastructure Database

Resurfacing Priorities Major Roadways: “Top 15” based on condition and volumes. “Top 5” subset based on condition. Characteristics of “Top 5”?  Average pavement age is 35.2 years.  11.2 centerline miles.  No bike lanes or paved shoulders.

Pavement Management Basic Strategy Problematic/Critical Condition 20+ years old Poor Condition 15 to 20 years old Acceptable Less than 15 years old Reconstruction and resurfacing move roads from red to green. From Board Workshop, June 2015

Pavement Management Basic Strategy Paved roads (locals, collectors, arterials) 700 centerline miles Target = 5% to 7% per year (Why? Expect a 20 year life) Resurfacing goal = 35 to 49 centerline miles per year From Board Workshop, June 2015

Resurfacing Priorities Top 5 Resurfacing Priorities NW CR 236 – US 441 to I-75 Open drainage/Grass shoulders 4.3 miles Reconstruction/Rehab: $3.7 million Resurfacing: $1.0 million

Resurfacing Priorities Top 5 Resurfacing Priorities SW 75 th Street – SW 53 rd Place to SW 8 th Avenue Open drainage/Grass shoulders 2.8 miles Reconstruction/Rehab: $12.0 million ($5.4 mill) Resurfacing: $1.4 million

Resurfacing Priorities Top 5 Resurfacing Priorities NW 16 th Avenue – NW 13 th Street to NE 2 nd Street Closed drainage/No bike lanes 1.1 miles Reconstruction/Rehab: $ 1.2 million (w/o bike lanes) Resurfacing: $1.0 million

Resurfacing Priorities Top 5 Resurfacing Priorities NW 83 Street – NW 23 rd Ave. to NW 39 th Avenue Closed drainage/No bike lanes 1.0 miles Reconstruction/Rehab: $ 0.8 million (w/o bike lanes) Resurfacing: $0.7 million

SW 76 th Boulevard at Newberry Road Just west of I-75 (K-Mart and Publix) Repeated large pothole and pavement repair. County Road 237 at US 441 South of the City of Alachua Repeated large pothole repair; loose shoulder. Quail Hollow Cul-de-sacs West of 91 st Street off of SW 8 th Avenue Cul-de-sac pavement failing; severe block cracking. NE 132 nd Avenue Near Little Lake Santa Fe Open graded asphalt treatment; pavement failing.

Infrastructure Priorities Stormwater Issues Facts: Corrugated metal and concrete. Minimal inventory information. Western District= 60 issues Eastern District = 48 issues Central District= none identified (two failures in last few months)

Infrastructure Priorities Next Steps: Continue Board discussion of resurfacing policy in May 2016. Present FY2017 Capital Improvement Program based on Board priorities. Proceed with Stormwater/Cleanwater Utility. Board discussion/direction on MSBU’s.
