January 21, 201416 Overview April 2013:B-3/IEP Implementation CAPs were issued Fall 2013:During B-3/IEP Implementation data collection, ISD monitors verified evidence of correction for locals with findings Spring 2014:Locals with continuing noncompliance have a second opportunity to provide evidence of correction using MME administration data

January 21, 201417 Verification Process Only 3 locals (Atlanta, Bedford, and International Academy of Saginaw) had continued non-compliance To review evidence of correction, those 3 ISD monitors will: –Visit local after the MME testing window to review student records –Follow the verification process for other data CAPs How to doc coming in February Must be submitted to OSE in CIMS no later than March 25

January 21, 201418 Don’t Forget … MME testing dates: –Initial testing is March 4-6, 2014 –Make-up dates are March 18-20, 2014 The window between the end of testing and submitting the verification is quite small. If you have enough records to complete the activity on March 6, please do so.

January 21, 201419 How to Verify Evidence of Correction Select student records for review Complete a paper version of the B-3/IEP Implementation checklist for each record Document in CIMS

January 21, 201420 Select Student Records Prior to visiting the local, ask the CIMS coordinator to pull 15 records for students with an IEP who participated in the 2014 MME assessment Randomly select 8 of those records for review

January 21, 201421 Complete Paper Checklist Print the B-3/IEP Implementation Checklist from the CIMS Training Site (under the Data tab) Answer questions 1 and 2 for each student record Student records are: –Compliant If both questions can be answered “Yes” If question 1 can be answered “Yes” and question 2 is “N/A” –Non-compliant If any of the questions are answered “No” Please keep paper copies until the CAP is closed.

January 21, 201422 Sample Checklist 1. Does the IEP match the state assessment(s) that the student participated in during spring, 2013? 2. Were the state assessment accommodations on the student’s IEP made available to the student during the state assessment administration? If no accommodations were required, please check NA (not applicable).

January 21, 2014 Data Alert Letters 11 locals received an advance copy of a B-4 Data Alert letter in early January These locals had received letters in 2013, and were given advance notice that their data continue to be concerning so they can ensure accurate reporting in this year’s data submission Locals who continue to have a significant discrepancy next year may receive increased state involvement ISD monitors received a copy of this letter Questions? January 21, 2014 FYI: Monitoring Record Retention In general, the OSE keeps the official records in the CIMS Copies held by another office are considered non- records; subject to FOIA but not necessary to retain For any records not included in the CIMS, contact the OSE for further guidance 27
