2 In 2008, an incident in Wichita involving a drunk driver and the death of a small child and her mother drove strong calls for stronger DUI enforcement The driver in this incident was charged with his 5 th DUI, while his DMV record showed only two. In reality, and after the fact, it was shown that the driver had eleven prior DUIs from multiple jurisdictions. Three years and several policy groups later, a final report was published identifying the need for improved reporting of DUI dispositions in the state.

3 Prosecutors did not have an easy way of knowing if there was an ongoing case in another jurisdiction Reporting was on paper, inconsistent, and burdensome. New incidents during prosecution were nearly impossible to find out about. DUI offenses are cumulative in severity.

12 A concerted effort was required to modify statutes to allow the use of electronically retrieved information to be certified as a true and accurate record of the State. These modifications were passed into law in the 2016 session. The Summary Report compiled using this system is now an official document, admissible in court in the State of Kansas.
