Rule 1. Legal Basis All government offices shall conduct an inventory of their public records and shall be mandated to keep the data in their respective registry (Art. III, Sec. 15, RA 9470):

Rule 3. Objectives To update and establish new General Records Disposition Schedules To provide the basis for a National Records Management Information System on policies, rules, regulations, guidelines and procedures

Rule 4. Scope and Coverage The inventory shall cover all public records, received, created and maintained in all branches of the government, whether national or local, constitutional offices, GOCCs, GFIs, SUCs, Philippine embassies, consulates & other Phil. Offices abroad. It shall also cover private archival collections.

Rule 5. Public Access to Information The inventory of public records will be posted in the NAP website and will be circularized to all government agencies

Public Access to Information The inventory ensures full public accessibility to record holdings EXCEPT for: Those records which must be kept secret in the interest of national security; Records which would put the life and safety of an individual in imminent danger and the disclosure of which would invade personal privacy; Records which fall within the parameters of established privilege or recognized exceptions

Rule 5. Public Access to Information Restricted records should still be listed in the inventory along with all information regarding the appropriate restrictions.

Aims to assist researchers and general public interested in specific record holdings in govt. agencies Promote awareness that govt. offices must keep records and that the general public can access such records provided no indicated restrictions Rule 6. Usefulness of Information to the Public
