4 TCEQ TCEQ Rules and Regulations Training used to meet the requirements for obtaining or renewing license must: 1.Be approved prior to the training 2.Provide the knowledge or skills necessary to perform one or more of the occupations critical job tasks 3.Not promote or endorse products or services of any manufacturers 4.Accomplish the learning objectives identified for the training Ima ge: clip art o f cla ssro om

6 TCEQ TCEQ Rules and Regulations Printed training material must be presented in an original manner and must be related to the necessary job tasks and knowledge for the occupational licensees. Public information copied from web sites or other sources is not acceptable as training materials unless modified to be applicable to the target audience and the method of delivery.

7 TCEQ Training Requirements RG-373: Approval of Training for Occupational Licensing RG stands for Regulatory Guidance and is typically a document that TCEQ staff use as guidelines for rule compliance. Most of the RG-373 guidance document was incorporated into the previously mentioned rule to improve enforcement.

10 TCEQ Training Delivery Methods Classroom Training (need to know) Must be at least 4 hours long. Must include a manual. Be presented by a qualified instructor. 11 TCEQ Training Delivery Methods Conference Training (define) The term conference includes conferences, seminars, workshops, symposiums and expos. If the executive director determines that conference training is more appropriately presented as classroom training, the training provider may be required to meet such requirements. 12 TCEQ Training Delivery Methods Conference Training (who can train) Training at Conferences may only be submitted for approval by: a governmental authority; an industry-related association; or a college or university listed as recognized by the U.S. Department of Education. 13 TCEQ Training Delivery Methods Conference Training (need to know) Must include at least three hours of approvable training. Requests must be submitted at least 45 days before the event. The conference training is considered approved until content, presenters, or duration changes. Ensure checklist requirements are met and submitted. Image: clip art confere nce

14 TCEQ Training Delivery Methods Association Meeting Training (define) Training sessions conducted at regular and special meetings of industry-related associations. Industry-Related Association (define) An industry related association is a non profit association that represents members that possess occupational licenses issued by the agency. 15 TCEQ Training Delivery Methods Association Meeting Training (need to know) Training may be approved for the actual content time of the training with a minimum of one hour and a maximum of two hours. Must not be held in a place of business of a product manufacturer, distributor or service provider. Training location and atmosphere should be conducive to learning - no alcohol, no obscenities and no distraction. Training must be presented by subject matter experts. 16 TCEQ Training Delivery Methods Distance Training (define) Distance training occurs when the student is separated by place and time from instructors or other learning resources. 17 TCEQ Training Delivery Methods Distance Learning (who can train) Distance learning may only be submitted for approval by: Governmental authorities; Industry-related associations; Colleges listed by accrediting agencies that are recognized by the U.S Department of Education; or Individuals or organizations that demonstrate comparable subject matter expertise and knowledge. If repeated within the same renewal period will not receive training credit if using the same performance based assessment. Must maintain procedures to protect student identity if using the internet. 19 TCEQ Training Delivery Methods Correspondence Training (need to know) Can either be paper-based conducted through the postal system, electronic-based conducted through a web-site, or a blend of these delivery systems. Make a text or training manual available to students. Provide acceptable procedures for participant identity verification. Ensure checklist requirements are met and submitted. 21 TCEQ Training Delivery Methods Technology-Based Training (need to know) It shall provide access to the agency if provided via the internet. Tracking of student time and progress required for training completion. Acceptable procedures for participant identity verification. Ensure online transactions are secure.
