New funding model: allocation process 1)Eligibility is primarily determined by a country’s disease burden and income level. 2)A designated amount of money is reserved for each eligible country. 3)Qualitative factors will be used to adjust the funding amount for each country. These factors could lead to both upward and downward adjustments to the initial amount. 4)A final adjustment is made during country dialogue, once a country confirms increases to its national funding commitments for health (called “willingness-to-pay”). 30/09/201614

What does inclusive country dialogue mean? One key feature of the new funding model is an inclusive country dialogue involving all stakeholders and people living with the diseases and key populations. 30/09/201616

What is a national strategic plan? A disease-specific national program that provides the overall strategic direction for a country over a period of time (usually five years) 30/09/201617

Concept Note: the funding application The concept note includes the following sections: Section 1: Define the problem and assess response to date. Section 2: Understand the funding landscape. Section 3: Prioritize funding needs and choose best response for highest impact. Section 4: Ensure appropriate implementation capacity and risk mitigation. 30/09/201618

What is the Grant Approvals Committee (GAC)? Determines the upper-ceiling for the budget Will consider the Technical Review Panel’s recommendations Meets approximately once per month Budget will include funding available from a country’s allocation amount and, if applicable, any available ‘incentive’ funding 30/09/201623

What is grant making? Process of translating the approved funding into- disbursement-ready grants. Country Teams and Principal Recipients should work together aiming to complete grant- making within a three month period. Grant-making country dialogue is led by the Principal Recipient, with CCM providing oversight. 30/09/201625

What is grant signing? The grant is considered disbursement-ready when: All the required grant documents are in their final form and agreed with the Principal Recipient All issues that need to be resolved prior to the first disbursement are addressed 30/09/201627

Grant implementation: who does what? The Principal Recipient coordinates program implementation, including oversight of sub-recipients. The CCM provides oversight of the Principal Recipient and program implementation. The Global Fund Secretariat monitors and reviews program implementation progress and makes decisions on annual funding and disbursements. 30/09/201628

Role of civil society: country dialogue stage Civil society has an important role to play: making sure the new funding model delivers positive results for communities. Civil society can be proactive and work with the CCM to add to the overall process. 30/09/201631

Practical tips for creating successful inclusive country dialogue 1.Assemble a strong coalition of organizations and inform the CCM of your intention to organize civil society’s contribution to the national dialogue. 2.Convene a planning team of committed members of civil society and organize your first consultation. 3.Plan for a series of follow up consultations after the first large, inclusive meeting. 4.Document each step of the process. 5.Strengthen internal governance systems among civil society while the country dialogue is taking place. 6.Use the Global Fund’s resources to support a successful country dialogue. 7.Work with your representatives on the CCM to prepare a formal document, like a ‘Civil Society Priorities Charter’. 30/09/201632
