3 Findings: Governance agreements and sub agreements need not be formal to work well Process by which agreements are negotiated can be as important as the substance of the negotiations Monitoring, compliance and enforcement of governance agreements are a weak link Every governance situation is different legally, politically, socially, economically, scale wise and culturally therefore case studies need to be used cautiously

4 Findings continued: Good negotiators of governance agreements and sub agreements are made not born Adaptive management needs to be mainstreamed and used in int’l waters governance agreements and sub agreements significantly more experimentally

5 Findings continued: If you cant measure it you cant manage it: agreements for data & information sharing & exchange are indispensable to good governance benefit sharing is important Sustainable finance is important Institutional architecture is important and form needs to follow function The mere existence of an efficacious dispute resolution mechanism often helps avoid disputes even starting

6 What we produced: 1.Web based treatise reviewing governance arrangements in 29 int’l waters situations with special search engine to compare and contrast up to 16 governance categories 2. Detailed case studies examining how agreements were negotiated and implemented 3.Compendium of lessons learned, findings and experiences 4.Comprehensive Reference & Training Manual including int’l waters law, governance, negotiations training, “experiential learning” exercises, bibliography and extensive references
