2. 2016/09/302 1.To ensure the Health and Safety of all project participants 2. It incorporates the minimum requirements of: Occupational Health and Safety Act, Project specific requirements, and Best practices 3.Compliance to this is mandatory for the project participants 4.All Principal Contractor must be aligned to OSHAS 18001: 2007 requirements 5.Each contractor must make resources available for management of health and safety and budget for provision thereof. LIFE-SAVING RULES Rule 1Open, isolate, test, earth, bond and/or insulate before touch Rule 2Hook up at heights Working at height is defined as any work performed above a stable work surface or where a person puts himself/herself in a position where he/she exposes himself/herself to a fall from or into Rule 3Buckle up No person may drive any vehicle on Eskom business and/or on Eskom premises unless the driver and all passengers are wearing seat belts Rule 4Be sober No person is allowed to be under the influence of intoxicating liquor or drugs while on duty Rule 5Ensure you have a permit to work Where an authorisation limitation exists, no person shall work without the required PERMIT TO WORK Violation of any of the Life-Saving Rules is a dismissible offence 3

4. PLANING AND OBJECTIVE The contractor shall: a) Develop b)Implement and c)Administer a Safety, Health & Environmental Plan (SHE Plan). The plan shall be in writing and shall be submitted to the Majuba SHE department. SHE Plan must complement Majuba Rail Project Safety Operational Plan and all applicable Eskom Safety Level 1 procedures The plan shall demonstrate management's commitment to safety. Contractor must align their safety procedures to MRP SHE Specification, Eskom Level 1 procedures and legal requirements. Contractors to develop Fall Protection Plan, health risk assessment and baseline risk assessment inline with their scope of work 2016/09/304

5. PLANT AND EQUIPMENT INTEGRITY Contractor shall ensure that all plant, equipment, power and hand tools brought onto the site by the contractor or sub-contractors are: Inspected by Majuba Rail Project health and safety department prior to mobilizing it to site Appropriate for the type of work to be performed Approve, inspected, tested, numbered and tagged in accordance with occupational health & safety Statutory regulation and etc. No employee must be transported at the back of LDV’s, unless those LDV’s fixed seats, safety belts, roller bars and be approved by the SABS for such purpose. 2016/09/305

6. TRAINING MRP Induction – Everyone (Eskom employees, Contractors and sub- contractors) prior to commencing work on site. Before commencing work: Majuba Rail SHE Induction Contractors’ Site Induction Proof of Man-job specific induction signed by inductor and employee must be submitted at the induction centre before a badge will be issued Pre-Employment medical examination and fitness to work certificate to be submitted. Contractor has to make arrangement with a Registered Occupational Medical Practitioner around Ermelo and Volkstrust 2016/09/306

7. CONSTRUCTION VEHICLES AND MOBILE PLANT All vehicles must be roadworthy at all times and registered by the appropriate Traffic Authority. All construction vehicle will have reverse alarm, amber lights and whip flag. In line with the amended Construction Regulation. Maintenance logbook is required for all contraction vehicles and mobile Driver license, operators permit card must be carried at all times by driver/operator. Flagman trained by accredited service provider will be allowed onsite.

8. REGISTRATION OF CONSTRUCTION SAFETY PROFESSIONAL Registration would have to be done through the South African Council for the Project and Construction Management Professions (SACPCMP) All contractors should ensure that their Safety Practitioners are registered Statutory body before the end of August 2015. No Contractors Safety Practitioner will be allowed onsite if he/she is not registered after that date.
