6. Eligibility Priority on Bosnia & Herzegovina and Kosovo Albania, Croatia, Macedonia, Montenegro and Serbia are also qualified for support. Accredited Universities and University Colleges in the Western Balkan and Norway. Research institutes in the Western Balkans and Norway may be eligible for support under HERD/Development Studies The main contract partners in the Western Balkans are expected to actively collaborate with relevant public and private organisations in their respective countries.
