3. 3 The ITC-ILO programme on VET contributes: (i) to the on-going development of national VET policies and regulatory frameworks for demand-driven VET systems; (ii)to continuous improvement of VET, in both qualitative and quantitative terms; (iii)to targeted strengthening of decentralized VET institutions. In doing so, it draws on the ILO’s Decent Work Agenda.

4. 4 The ITC-ILO programme on VET is for: (i)tripartite constituents, including decision-makers in parliaments, ministries, associations and unions; (ii)VET administrators in ministries, regional and municipal authorities, research institutes, certification authorities and employment services; (iii)public and private VET training institutions, teachers, instructors, private businesses and (small) industries; (iv)CSOs and media representatives, local consultancies, financial intermediaries, international (donor) agencies and projects.
