4 In December 2006 Tallinn City CouncilIn December 2006 Tallinn City Council approved „Regulation of Tallinn Municipal Police“ according to which MPD is a city’s administrative agency that must take part in securing public order, supervise over regulations accepted by Tallinn City Council, manage traffic control in case of disturbed traffic and fulfilling internal guarding tasks on the administrative territory of Tallinn.

8 Ticket Control Department Main task is to control tickets and necessary documents in the public transportation. In 2011 over 30 000 proceedings were started against the passengers without tickets.

9 Patrol Department 24-hour standby to accept all calls concerning public order violations. 11 Registry Department is managing with all necessary documents concerning differnt misdemeanour decisions and if necessary communicates with bailiffs.
