Virginia State Government The EXECUTIVE BRANCH

Federalism Division of power between the states and the national government AFTER we have done EVERYTHING that we need to know about the Federal government, it all comes full circle as we briefly discuss this unit the structure of state and local governments. They are pretty much made up of the same branches, and same responsibilities – as you will see – just called different names from time to time. But, it is important for us to go back and remember the idea of Federalism. Why do we even need a state government? Well, because there are some things that the federal government just cannot/does not do. Recall some of these things from unit 2? Remember the two maps on opposite sides of the classroom? One of the country, one of the state? What are some things that the state was responsible for? The country?

Executive Branch Purpose = Enforces laws The job of the executive branch at the state AND federal level is to enforce laws. They make sure the laws are carried out. They do not MAKE the laws (who’s job is that?!) nor do they interpret the laws to see if they are “good” or “Bad” (who does that?!) but they enforce or carry out the laws.

Executive Branch - LEADER Both the president and the Governor have very similar expectations. The Constitution (after FDR was elected 4 times) limits how many times a president can be elected, but that is the ONLY political office that IS limited! Every other office, including the Governor, can run as many times as they would like and can serve as many times as the constituents will elect them. Federal = POTUSState = Governor Restricted to two 4-year terms No limit of 4-year terms

Executive Branch - ROLES FederalState Chief of State – ceremonial leader Would speak at college graduations, attend parades, etc. Chief Legislator – signs laws Not only laws, but approves budgets, anything that must have a “legal” action, the Governor carries out this role Chief Administrator – appoints other leaders Chief Administrator – appoints lower leaders The Governor realizes he cannot do EVERYTHING, so he appoints lower cabinet members, leaders of the different bureaucratic departments, to help him run things Party Chief – leader of their party Whether they are democrat or republican, the politicians and constituents of this party look up to them Commander in Chief – runs militaryCommander in Chief – runs state military Chief Diplomat – negotiates with countriesX Chief of Citizens – speaks for the peopleX

Performance Task – Know Your Role! – PART 1 The Governor of Virginia acts in 5 distinct roles. In the front of the room, grab a sheet of construction paper. Number one side 1-10. Then you will write the letter of the correct role that is described in the situation. A. Chief of State: Acts as ceremonial leader of the state. He carries out traditions and hosts important visitors. B. Chief Legislator: Here he acts with the General Assembly to get state laws passed. He also works to pass a budget, and choose state judges. C. Chief Administrator (Chief Executive): He is the supervisor of the state bureaucracy. The meets with the cabinet officials, and gives them the direction he wants them to take their various departments, agencies, and commissions. The sets policies that the bureaucracy puts into action. D. Party Chief: Here he is the symbol of the state Democratic or Republican party. E. Commander-in-Chief: He commands the Virginia National Guard and the State Police. He may send in the Guard to help people during a natural disaster or an act of terrorism. He directs the State Police as to what their goals and priorities should be. In each of the scenarios below, identify which role the Governor is acting in when he takes action. ______ 1. Signs a bill to raise teacher salaries in Virginia. ______ 2. Greets Queen Elizabeth II of England and hosts her visit to Jamestown on its 400 th anniversary. ______ 3. Orders the Virginia National Guard to bring emergency supplies to victims following a hurricane. ______ 4. Directs the Secretary of Transportation to survey the route for a new highway connecting Richmond and Norfolk. ______ 5. Chairs the committee that chooses Virginia’s delegates to the Democratic National Convention. ______ 6. Orders the state police to set up sobriety checkpoints across the state on New Year’s Eve. ______ 7. Receives the traditional tribute of wild game from the Mattaponi Indians at the Governor’s mansion in Richmond. ______ 8. He lobbies the General Assembly to pass a bill to expand Medicaid coverage in the state by adopting the goals of Obamacare. ______ 9. Endorses Hillary Clinton for President and appears with her to try and help her gain more votes in Virginia. ______ 10. Directs the Secretary of Education to revise the World Geography SOL standards

Performance Task – Know Your Role! – PART 2 Part 2. On the reverse side of the construction paper you just wrote on develop and illustrate five separate logos or seals to represent each of the five roles. Your pictures should symbolize the goals and tasks of each role. Although you may label the five roles, there should not be any text, and they must be in color. Do not Google “chief of party image” – be creative and original! It SHOULD be something that could help you remember the roles!
