3 European Commission 3 Interoperability : Interoperability means the properties required to Air Traffic Management (ATM) systems, in order to enable its safe, seamless and efficient operation.

4 European Commission 4 Interoperability Regulation Objectives and scope Requirements: - Essential Requirements (ER) - Implementing Rules (IR) - Community specifications (CS) Conformity assessment (CA)

5 European Commission 5 Objectives and Scope Interoperability between the different systems, their constituents and associated procedures of the European ATM network Coordinated introduction of new agreed and validated concepts of operations or technology

6 European Commission 6 Essential Requirements (ERs): Seamless operation Safety Civil-military coordination Support of new concepts of operation Environmental constraints Principles governing the logical architecture Principles governing the construction of systems

7 European Commission 7 Implementing Rules (IRs) IRs will be compulsory IRs shall determine any specific requirement that complements or refine the ER IRs shall be mandated to Eurocontrol and adopted by the Commission after the formal opinion of the Single Sky Committee (SSC)

8 European Commission 8 Community Specifications (CSs) CSs are means of compliance, shall be mandated by the Commission and the reference published in the Official Journal. CSs may be European standards for systems or constituents drawn up by European standardisation bodies in cooperation with EUROCAE CSs may be specifications drawn up by Eurocontrol on matters of operational coordination between ANSP.

9 European Commission 9 Conformity Assessment (CA) CA procedures will be based in Council Decision 93/465/EEC IRs shall describe the specific CA procedures EC declaration of conformity of constituents by the manufacturer EC declaration of verification of systems by the Air navigation Service Provider

10 European Commission 10 Mandate M/354 (i) Mandate to CEN/CENELEC/ETSI for the development of European standards for the interoperability of the European Air Traffic Management Network (EATMN)

11 European Commission 11 Mandate M/354 (ii) List of 10 subjects for the development of European standards European standards for constituents and systems have to be developed in cooperation with EUROCAE Eurocontrol standards or available documents should be taken into account

12 European Commission 12 ETSI proposal: Collection and review of existing standards and specifications for the initial drafting of the Inventory Report on Community specifications Develop a work program for the necessary work items identified requiring European standards Possibility to consider other subjects not explicitly mentioned in mandate M/354

13 European Commission 13 EC expectations: Need to consult the key stakeholders Need to co-ordinate on European standards between European standardisation organisations (ESOs), EUROCAE and Eurocontrol Priority European standards should be defined taking into account the maturity of the subject (availability of technical work) but also the added value in terms of interoperability

14 European Commission 14 Follow up: Advice of the Industry Consultation Body (ICB) concerning the priority European standards Information of the Single Sky Committee (SSC) Mandates for Eurocontrol specifications and if necessary specific mandates for European standards

15 European Commission 15 Conclusions: Interoperability to be achieved through 3 levels (compulsory ERs & IRs, means of compliance CSs) Key role of Eurocontrol in the drafting of IRs Key role of ESOs, EUROCAE and Eurocontrol in the development of CSs Need of consensus for the development of European standards
