Presentation Overview This presentation will provide an overview of the application process to participate with MiBLSi for the 2012-2013 school year.

What is MiBLSi? A statewide structure to create capacity for an integrated Behavior and Reading Multi- Tiered System of Support (MTSS) that can be implemented with fidelity, is sustainable over time and utilizes data-based decision making at all levels of implementation support

Logic of MiBLSi Emphasis is on developing local implementation capacity Partnership between ISD and Local School District focuses on shared ownership and accountability around implementation of an integrated MTSS model Schools/Districts will be supported through stages of implementation rather than through a training sequence Goal: Schools/Districts implement MTSS practices with fidelity supported by infrastructure the promotes continuous improvement and sustainability

Research Base Supporting MiBLSi Model Positive Behavior and Intervention Supports (PBIS) is developed from the scientific research base of Applied Behavior Analysis Schoolwide Reading is developed from the findings of the National Reading Panel Report, the National Research Council, and the Institute for Educational Science Practice Guides

Two Categories of Work Access to Effective Practices –Ensuring every staff can apply effective practices in an integrated behavior and reading Multi-Tiered System of Supports –Practices are selected based on: Need, Fit, Resource Availability, Evidence, Readiness for Replication, Capacity to Implement Support for the Practices –Ensuring that the interventions are implemented correctly with the “right people”, at the “right time”, in the “right amounts” (Implementation Fidelity)

Leadership Function AND Implementation Supports Function Leadership Provides the foundations needed for practice(s) to “foster and grow” Implementation Support Provides the support to ensure practice(s) are implemented with fidelity 16

Cabinet Level Team Purpose: provide direction/vision for the practices and allocation of resources to enable the Capacity and Competency drivers to be in place. The term leadership refers to the function of leadership rather than an individual’s position within the organization. Membership: Superintendent, Assistant Superintendents, Directors, (those responsible for programming at the building level)

Implementation Team Purpose: The purpose of the Implementation Support Team is to plan for conditions that make implementation of effective practices with fidelity both easy and durable. Membership: Cabinet Liaison, MTSS coordinator, other members who have knowledge and skillsets in both the MTSS practices and implementation supports.

Implementation Team Activities Develop implementation support plan (for districts/schools) Help to “make room” for the practices through braiding of initiatives Coordinate and monitor implementation of plan Create implementation materials Collect and summarize data (share with cabinet team) Identify barriers to implementation (share with cabinet team)

Support Plan for Three Different Categories of Schools These categories describe the general work that takes place in the school and is based on the stages of implementation: “Should we do it?” (Exploration/Adoption Stage) “Work to do it right” (Installation and Initial Implementation Stages) “Work to do it better” (Elaboration and Continuous Improvement/Regeneration Stages)

Requirements for Participation Cabinet level support with standing agenda to review and improve implementation of MTSS Establish an Implementation Support Team Participate in an integrated reading and behavior MTSS model Include MTSS implementation efforts as a standing agenda item at the cabinet level Allocate resources (funding, time, personnel) to support implementation efforts and long term sustainability that includes the development of a coaching and training infrastructure

Requirements for Participation (cont.) Engage in continuous data-based decision making through the use of both student and process outcome (fidelity) data Collaborate across departments to create efficiencies around resources and align practices and priorities in an ongoing manner Develop feedback loops at multiple levels Establish and participate in ongoing communication loops with all stakeholders Support use of measures (i.e., DIBELS, or AIMSweb, SWIS and SRSS)

Who Should Apply? ISDs/RESAs Local School Districts Charter School Clusters With the capacity to develop organizational structures to provide implementation supports –Leadership –Training –Coaching –Evaluation –Technical Assistance –Tools and Materials

Intermediate School District/ Regional Educational Service Agency The ISD/RESA structure provides a layer of support to local districts that allows for leveraging resources, assistance in developing local capacity for establishing a durable implementation model. MiBLSi recognizes the importance of the ISD/RESA infrastructure and consequently, strongly encourages ISD/RESA’s to apply to collaborate with their constituent districts in implementing a district Multi-Tiered System of Supports (MTSS) model. Although constituent districts can choose to apply as a stand alone district without collaborating with their ISD/RESA to implement a district MTSS model, stronger preference will be given to ISD/RESA applications.

Local School District Local districts who wish to apply for participation with MiBLSi are strongly encouraged to contact their ISD/RESA about collaboratively engaging in MTSS implementation efforts. However, there are circumstances that may warrant a district choosing to independently apply for partnership with MiBLSi: –The LEA is ready to move forward with MTSS implementation when the ISD/RESA is not ready. –The LEA differs in philosophical or pedagogical orientation from the ISD/RESA. –The ISD/RESA does not have the capacity to support local district implementation.

Local School District To be considered a “Stand Alone District” (i.e., without ISD partnership) the applicant must communicate how implementation efforts will be includes the functions of: coaching, training, technical assistance, evaluation, and allocation of time/resources. A successful stand alone district application will provide (1) a rationale of why the district would pursue implementation of MiBLSi without ISD/RESA partnership and (2) clear indication of how the support functions will be addressed by the district in schoolwide MTSS implementation. When a small district is limited in providing resources for implementation support capacity, partner with a cluster of other districts for MTSS implementation. If clusters of districts choose to partner with one another in this application, each district would need to complete a separate application. Each small district individual application should indicate the pursuit of a multi-district partnership. Within the application, the districts pursuing a partnership should be identified. A single application submitted that includes multiple districts, will not be accepted.

Charter School Cluster Charter schools who wish to apply for participation with MiBLSi are strongly encouraged to contact their ISD/RESA about collaboratively engaging in MTSS implementation efforts. It is expected that a combination of ten Intermediate School Districts, Local Districts (without ISD partnership), or Charter Schools will be selected for participation with MiBLSi through this 2012-2013 application process.

Funding MiBLSi has allocated up to $24,000 for professional development activities per accepted ISD with a successful application. MiBLSi has allocated up to $12,000 for professional development activities per accepted District/Charter school (applying without ISD partnership) with a successful application.
