Domestic Shipping Fishing Industry Opportunities & Challenges for training providers 1

Westport Deep Sea Fishing School Based in Westport, West Coast, South Island Approvals from NZQA, MNZ National certificates, New Zealand Certificates Statuary Licenses Ancillary certificates Leading provider of new crew, NZ deep water fishing fleet 26 years, 17 years with me as the owner 2

Deep water sector Fleet of modern vessels Offering long term sustainable employment Career pathways Allowing for lifestyle choices, some crew choosing to live outside of NZ 3

Inshore sector Last few years mirroring the Deepwater sector with larger vessels More security and career options Seeing increasing demand for licenses and crew as the inshore sector grows 4

Opportunities – deep water / inshore Urban myth, rumor, some fact – by 2020 more vessels are expected and new jobs to exceed 250 One new factory vessel arriving this year Three new vessels to be fishing in the next 12 months Approx. 80 jobs Demand for crew Demand for licenses 5

Challenges – approvals/funding Program approvals don’t match industry needs Program lengths extended to meet funding and program requirements as dictated by NZQA & TEC Shorter block courses are now blended with online learning and in some instances creating programs of up to 24 weeks 6

Company needs Shorter programs Flexible dates to meet crew rosters and seasonal demands No minimum numbers to run courses 7

How it works now One phone call to the WDSFS, we say yes can do, you can start tomorrow I can run a program with one person 8

WDSFS – what we offer STCW Basic short courses Advanced Deckhand-Fishing Skipper Restricted Limits On-demand training with no minimum numbers 9

Possible future opportunities Collaboration with other providers Currently offer Skipper Restricted Limits in a MoU with Coastguard Boating Education Employment opportunities offshore Don’t drop the ball, employers are the end user so listen to their needs and deliver 10

Why do this Its good for New Zealand 2016 expect to put 100 students into full time employment All from the pool of unemployed in NZ, i.e. on benefits Starting wages of 55k 11

Gore Population of 12000 Unemployed approx. 180 - 200 “ no opportunities” One of the biggest employers just a few hundred kilometres away Could empty Gore of unemployed in 24 months and keep it that way 12

Economic benefits Approx. 4 million of disposable income into the local community in the first year Our statistics show that 85% of ex students will remain in work after 12 months In the second this would see approx. 8 million into the local community 13

Thank you 14
