2 SPECIAL EDUCATION NORMS IN ANGOLA The Constitution of the Republic, in its article 83 “handicapped citizens”; Law on the Baseline Education System, section VIII;(Law nº 13/2001); The Modality Statute on Special Education l; (Presidential Decree nº 20/11, 18 January); Law on disabled person (Law nº21/12);

3 ASSISTING STUDENTS WITH NEE  16 special schools.  687 mainstream schools.  4. 517 teachers teaching in the various fields.  Approximately 20.000 enrolled students.

7 Results Achieved Developed a manual on deafness; Developed a digital dictionary volume 1; Empowered more than 36 provincial trainers; Empowered more than 21 instructors gestuais; Empowered 800 provincial trainers assisting specialized education; 360 empowered in 2008 in the provinces of Benguela, Huíla, Namibe and Lunda South and 160in 2011, in the provinces of Malange, Cabinda, Cunene and Lunda South.

8 PROJECTS IN PROCESS Project on Hospital Rooms; Construction of a Braille Centre for translation and print; Establishment of specialized Centre for deaf; Training of teachers on Special and Mainstream Education with: Cuba and Brazil; Establishment of provincial Diagnostic Centres; Project to assist students that are Highly Skilled;

9 CHALLENGES  The non-existence of the initial training in special education in teachers´ training institutions at intermediate level as well as higher level;  Little professional motivation in working with students that have special educational needs;  Architectural, attitudinal and communication barrier persistence at school institutions;  Insufficient number of interpreters and instructors in Angolan Sign Language;
