Chapter 27: Environment and Climate Change M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 27: ENVIRONMENT AND CLIMATE CHANGE TRANSPOSITION Monitoring Mechanism Decision (MMD) has not been transposed to the national legislation yet There is a plan to adopt a Rulebook on national inventories by the end of 2013 on the basis of Law on Air Quality Montenegro is a non-Annex I Party to the UNFCCC and a Party to the Kyoto Protocol

Chapter 27: Environment and Climate Change M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 27: ENVIRONMENT AND CLIMATE CHANGE Competent authorities Ministry of Sustainable Development and Tourism – Prescribes the list of GHG gases, methodology for development of the national GHG inventory, data flow, reporting requirements and other important features of GHG Monitoring Mechanism – The Ministry for Sustainable Development and Tourism shall develop National Strategy in the area of Climate Change determining measures and authorities for their implementation Environmental Protection Agency – Maintains the national GHG emission inventory, Comon Reporting Format (CRF) and National Inventory Report (NIR) – Making information available to the public and to appropriate environmental organizations

Chapter 27: Information society and media M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 27: ENVIRONMENT AND CLIMATE CHANGE UNFCCC National Communications Montenegro has completed its initial National Communication to the UNFCCC in 2010 The document was based on GHG emission inventories for 1990, 2003 and 2006 which have been completed at the time of its development The Communication has been widely disseminated to the public Currently, there is an ongoing work on the Second National Communication with complete historical GHG emission inventory. First draft is planned for end of 2013.

Chapter 27: Environment and Climate Change M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 27: ENVIRONMENT AND CLIMATE CHANGE Reporting requirements Montenegro is a Non-Annex I country it does not have the obligation of annual /biennial reporting to the UNFCCC. However, Montenegro prepared estimation of emissions for the period 1990 – 2011 and will prepare National Inventory Report (NIR) for 2011.

Chapter 27: Environment and Climate Change M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 27: ENVIRONMENT AND CLIMATE CHANGE Projections Projections of GHG emission have been carried out through couple of projects (Bilateral cooperation between Italy and Montenegro, Initial National Communication and ongoing work within Second National Communication); Currently there is no institution responsible for projections.

Chapter 27: Environment and Climate Change M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 27: ENVIRONMENT AND CLIMATE CHANGE Cleen Development Mechanism (CDM) Designated National Authority (hereinafter referred to as “DNA”) was established as the Council for Clean Development Mechanism The DNA Secretariat is the Ministry responsible for environmental protection, while within the Environment Protection Agency the Council for CDM established a Technical operational body for operative procedures including technical analysis and review of project documentation; So far only one CDM project has been registered (19 th December 2012) - Small scale hydropower plant “Otilovići”

Chapter 27: Environment and Climate Change M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 27: ENVIRONMENT AND CLIMATE CHANGE Adaptation policies and measures Currently policies and measures are being considered mainly through Initial National Communication, Technical Needs Assessment and through ongoing work on Second National Communication However, currently no specific measure in the area of adaptation to the adverse effects of climate change have been implemented Moreover there is no strategic document covering adaptation to climate change
