Norwegian Ministry of the Environment Norway and the WFD Directive adopted in EU December 2000. Regarded in Norway as EEA-relevant in 2001. Full Norwegian participation in CIS, incl. the intercalibration Part of Norwegian legislation - separate water regulation - December 2006 Part of the EEA-agreement in Sept 2007 Inclusion of the directive in the EEA-agreement approved by the Norwegian Parliament - February 2009. July 2012 Some differences in view of the results p.t. – possibly at risk will be phased out - characterisation is continuing until 1. May 2013 (Reporting to ESA by aug 2013) Risk on the basis of chemical status is not very much emphasized Central job on groundwater – a lot to be done!

July 2012, updated autumn 2012 Based on a guideline from the group of directorates

Norwegian Ministry of the Environment Monitoring (Art. 8) The regional programmes for monitoring, including surveillance, operational and investigative monitoring, will be produced by the end of 2013 A template for the regional programmes is made and sent to the RBDA and the County Governors Working group on monitoring (group of directorates) will make a suggestion for the surveillance monitoring The County Governors will together with the sectors and municipalities suggest the operational and investigative monitoring

Norwegian Ministry of the Environment 2. Classification: The Norwegian classification system is not complete with respect to all water types in rivers, lakes and coastal waters. Recommendation: Further development of the classification system to fulfil the demands for the 2.planning cycle, 2015. Norwegian Ministry of the Environment 6. Hydropower: Norway is a major hydro power nation, but the RBMPs are not transparent with regards to how WBs are designated. Recommendation: Future plans must clear on how the designation is performed and it should be specified how the objective ”good ecological potential” (GEP) is obtained. Foto: Anders Iversen(DN)

Norwegian Ministry of the Environment 7. New encroachments/activities (Art. 4.7): Even though new activities in the WBs are planned this is not refered to in the RBMPs. Recommendation: In future RBMPs it must be stated how art.4.7 is employed, in line with the WFD. Fra: «Beregning av potensial for små kraftverk i Norge, NVE-rapport 19/2004.

Biological pressures, coastal waters: Biological pressures are mentioned in some of the RBMPs, but The Royal Decree (2010) states that these pressures should not be included in the first planning cycle. The reason for this is not apparent in the plans. Recommendation: Future plans must cover all significant pressures, including biological pressures in coastal waters. Foto: Bjørn Gulliksen.

Norwegian Ministry of the Environment 9. Cost assessment in POM: Recommendation: Cost of measures should be presented for basic and additional measures. Cost recovery should be visualised. 12. Economical analysis: The economical analysis is weak, partly caused by the lack of national guidance and tools. Recommendation: The RBMPs concerning economical analyses could be improved in line with the WFD, e.g. ecosystem services, water use and cost recovery.

Norwegian Ministry of the Environment 10. International RBs: Norway share several catchments with Finland and Sweden. Some arrangements are in place but the requirements of the WFDs is not met. Recommendation: Future plans must containe proper and common management of these catchments, with a particular focus on Tana, Neiden and Pasvik.

Norwegian Ministry of the Environment Challenges Lack of common interpretation and understanding of the WFD among the sectors concerned Cooperation between sectors, the role of the institutions in the different processes, e.g. characterization The organising of the work is somewhat novel to some of the sectors and this process has to mature …..the RBDA, however, are doing a splendid job!
