3 3 KEY FOCUS Action plan to develop cargo airports in Inland Empire Implementation plan to distribute aviation demand to Inland Empire airports

4 4 REGIONAL CARGO PLAN  Action plan will integrate air cargo with ground distribution system in Inland Empire.  Final plan identifies key concerns for cargo carriers, gaps in cargo distribution system and airport infrastructure necessary to move cargo.  End result - action plan that moves air cargo services to the Inland Empire.

5 5 REGIONAL AVIATION SYSTEM Goal: Move future aviation demand to supportive communities. Acknowledge aviation market is in Los Angeles and Orange Counties, but excess airport capacity is in the Inland Empire. Population Income Business and manufacturing

13 13 A Real Life Example: Stuttgart to Frankfurt International Airport, Germany

14 14 Germany has taken advantage of current transportation systems such as the German Rail Systems to link airports with high speed rail

15 15 It is approximately 126 miles from Stuttgart to the Frankfurt Air Rail Station

16 16 Passengers arrive at the Stuttgart train station, check their baggage get their boarding pass, board the train for a short 20 minute ride to the gate for their destination in Frankfurt.

17 17 The success of airports and rail systems is dependent on its reliable and easy access for passengers and airlines

18 18 System takes into account both financial and non-financial costs and benefits
