Partner or Collaborate? Tribal Governments may choose to do either Most common is collaboration - due in part to the government to government relationship Non-profits generally create partnerships

Legal Implications? Tribal Governments: due to sovereignty have a responsibility to their members. * Generally require formal documents for dealings with other entities, e.g. other governments, institutions, non-profits. * Council Resolution * MOU or MOA or Contract Documents are legally binding and define responsibilities.

Protocol Ensure that protocol is followed in planning partnership or collaborative. * Scale of Project * Resources and Responsibilities * Internal Policies and Procedures Responsible Department/Agency/Division Final Approval Signature Authority

Successful Partnerships/Collaboratives Formal documents clearly define each entity’s responsibilities Communication: clear and consistent Compliance: written guidelines for reporting, meetings, conflicts, deadlines Completion, concluding, or terminating guidelines must be clearly delineated
