2 Partner or Collaborate?  Tribal Governments may choose to do either  Most common is collaboration - due in part to the government to government relationship  Non-profits generally create partnerships

3 Legal Implications?  Tribal Governments: due to sovereignty have a responsibility to their members. * Generally require formal documents for dealings with other entities, e.g. other governments, institutions, non-profits. * Council Resolution * MOU or MOA or Contract  Documents are legally binding and define responsibilities.

4 Protocol  Ensure that protocol is followed in planning partnership or collaborative. * Scale of Project * Resources and Responsibilities * Internal Policies and Procedures  Responsible Department/Agency/Division  Final Approval  Signature Authority

5 Successful Partnerships/Collaboratives  Formal documents clearly define each entity’s responsibilities  Communication: clear and consistent  Compliance: written guidelines for reporting, meetings, conflicts, deadlines  Completion, concluding, or terminating guidelines must be clearly delineated
