Tackling urban road congestion with CREATE project Paul Curtis CREATE partner, Vectos ECOMM 1-3 June 2016
2
The “roadshow” 1.Our focus 2.The methodology -Network performance -Transport cycle policy -Densification 3.Transferability
3
1.Our focus
4
CREATE project -is guiding cities to more liveability and reduced congestion -is based on a qualitative & quantitative analysis of successful measures and policies -is working with 10 European and Euro- Med citie s
5
- Berlin - Copenhagen - London - Paris - Vienna - Adana - Amman - Bucharest - Skopje - Tallinn
6
2. The methodology
7
Network performance CREATE focuses on network performance : -data sources currently used (e.g. vehicle tracking via GPS or ANPR, or loop detectors), -comparability of the data -strengths and weaknesses; -how information is used in traffic system monitoring
8
Transport Policy Cycle Planning for vehicles: road building, parking Planning for people: better public transport Planning for city life: place, car restraint, walking and cycling
9
Transport policy stage -> indicator set Key points: 1.Different indicators are added at each stage of the policy process 2.Also has implications for modelling and appraisal 3.Still have bias towards Stage 1 indicators 4.We largely lack Stage 3 indicators
10
Indicators by Stage Stage 1Stage 2Stage 3 Average network speeds Day-to-day variability Vehicle congestion Car parking availability Road traffic accidents PT frequency and reliability Access to bus stops & stations Safety and security PT modal split Door-to-door travel times by mode Walking/cycling modal shares Intensity of street activities Time spent in local area Health of the population Social interaction
11
Example of TfL ‘Healthy Street’ Indicator Set
12
Indicator set for a Stage 3 city Source: London Mayor’s Transport Strategy
13
- What about your city? - Which data currently collected? - With which methodology? technology? Interactive part!
14
Mobility densification CREATE is addressing the challenge of ‘ mobility densification ’ with SUMDPs - Sustainable Urban Mobility Densification Plan- = possible combinations of policy and technology changes that could address the challenges identified
15
Liveability CREATE is examining how to reduce car use and promote liveability = potential cross sector benefits of investing in transport infrastructure
16
3. Transferability
17
Transferability CREATE is implementing a programme of peer-learning activities (work shadowing and mentoring) among its partner cities. Specific action plan and business plan will be developed.
