2 © TELCERT Consortium 2004Concertation 24 Feb 2004 Slide 2 Market Needs TELCERT will facilitate exploitation of learning technology specifications in addressing interoperability needs of learning communities globally Currently the market is well served by specifications but lacks the test backed conformance needed to assure interoperability Time and cost is increased in integrating learning objects and technology components for delivery, limiting TeLearning growth and opportunities TeLearning suppliers want interoperable products and services more readily adaptable for diverse regional and educational markets European requirements and participation need to play a bigger role in certification of global eLearning standards internationally

3 © TELCERT Consortium 2004Concertation 24 Feb 2004 Slide 3 Innovation Drivers Wouldn’t it be nice if a flexible test technology could be created, that could generate customised tests to suit different needs, providing access to test base conformance quickly and cheaply? Traditional test technology delivers monolithic, hard coded systems best suited to large, homogenous markets (UNIX ®, WAP, DVB, SIF) Smaller, more diverse markets can also benefit from assured interoperability through test based conformance to open standards, but cost is a huge barrier New object technologies facilitate the diversity that existing test technology don’t address. They need effective conformance to assure interoperability and avoid wasteful integration costs Europe adds further dimensions of diversity through its many cultures, languages and educational environments
