2 NMD-R Background NMD-R initial focus was on supporting Spiral I/II Multi-Ship Multi- Option (MSMO) contracts –Not all IDIQ functionality included during initial implementation (Fall 2014) –Cost Plus Fee Contract Type (CPAF/CPIF/CPFF) –Prime contractor responsible for planning, integration and execution of maintenance and modernization work –NMD-R functionality supports MSMO E2E process Decision post NMD-R implementation to replace MSMO contract strategy with MAC-MO Third Party Advance Planning Contract Strategy (3PP) through phased expiration of individual MSMO contracts –MSMO phased expiration will take 3-5 years –3PP Award Status CG 51/ DDG 51 awarded to QED; LCS awarded to BIW LPD 17/ LSD 41 and LHD/LHA advance planning contract award pending

3 New Contract Strategy 2015 NMD-R is the IT tool to execute new contract strategy –Required significant re-programming in 2015 to support –Maintenance planning to be done by both KTR and Gov’t –Execution done by contractor using MAC-MO Splits ship maintenance availabilities into 2 processes: 1.Planning—Third Party Advanced Planning Contract (3PP) Single contractor plans all availabilities for a ship class (CNO/CM/EM/WOO) Cost Plus Fixed Fee (CPFF) Level of Effort (LOE) contract type Gov’t also plans work that must be integrated with contractor planning 2.Execution—Multiple Award Contract-Multi Order (MAC-MO) Delivery Orders for Maintenance, Modernization and Repair Execution competed among MAC holders MAC-MO is Indefinite Delivery, Indefinite Quantity (IDIQ) contract type –Fixed Price for repeatable repair/modernization items and labor rates –Cost Plus for other MAC-MO award to be made to multiple offerors based on both price and non-price factors Today NMD-R supports these Contract Types: –Cost Plus Fee (Fixed/Award/Incentive) (aka MSMO) –Firm Fixed Price (FFP) –Indefinite Delivery, Indefinite Quantity (IDIQ) (aka MAC-MO) Can be either cost or fixed price

4 2015 NMD-R Improvements Jan/Feb Hardware upgrades (Complete) –32 to 64 bit –Increased CPU and memory of PRD, Test, & Business Objects servers 22 Feb Release in Production (Complete) –3PP Planning, QA, TIP, CAR, standard reports 24 April Release in Production (Complete) –3PP Execution and Contract Management –IDIQ, Prop Admin, SSRAC Tem plates 17 Jul Release in Production (Complete) –Remaining 3PP Execution and Contract Management –ESR, XML interface to 3M, Business Objects, ESR (non Avail), IDIQ Priced Line, Property Admin Reports 25 Sep Release in Development –Financials, Local Work Templates, Proposal Templates, IA fixes, other fixes/reports 4

6 NMD-R Future NMD-R program ownership transitions from CNRMC to SPAWAR PMW 150 on 1 Oct 15 NMD-R Title 10 ownership passes to SPAWAR PMW 150 Transition planning completed; CNRMC and PMW 150 Working Groups executing plan NMD-R functionality in support of maintenance contract processes to be completed prior to 1 Oct Training –CNRMC WFD developing Pilot courses for E2E processes –Training Environment stand-up in progress (PMW 150) Business Objects (Reporting) Provides reporting and analysis for maintenance effectiveness and future planning July 2015 Release loaded functionality on server; hardware configuration needed to allow user access 6
