4 Inland VTS Centres The 5 Inland VTS Centres of Germany serve as point of contact for shipping. Major task is to provide the central nautical information service (NIF) via VHF radio:  Information Service: Receiving and disseminating of notices (frequently and single announcements) of the Waterways and Shipping Administration about  incidents and calamities  temporary obstructions in the fairway, malfunctions of aids to navigation etc.  short-term changes of lock operation times  restrictions in navigation caused by weather conditions, water levels, ice etc.  Responding to general requests from shipping  Responding to emergency calls, issuing first measures, reporting to responsible bodies (fire brigades etc.)  Receiving and processing of reports from shipping for the Reporting and Information System (MIB) Goesselthalmuehle Oberwesel Duisburg Magdeburg Minden 13th INTERNATIONAL VTS SYMPOSIUM Rainer Strenge, Federal Waterways and Shipping Administration, Germany

6 River Information Services (RIS) Definition: ‘river information services (RIS)’ means the harmonised information services to support traffic and transport management in inland navigation, including, wherever technically feasible, interfaces with other transport modes. RIS do not deal with internal commercial activities between one or more of the involved companies, but are open for interfacing with commercial activities. 9 Reporting and Information System - MIB  Mandatory reporting and information system along the rivers Rhine, Moselle, lower Main and the western German canal network for calamity abatement support;  Rhine river: reporting required for vessels carrying dangerous goods, tankers, vessels with a total length exceeding 110 m, formations, passenger vessels, sea-going vessels, special movements, vessels with a LNG system on board and container vessels;  Reporting via VHF radio, telephone, fax or by electronic messages (e.g. BICS);  Since 1995 ongoing system modifications according to changes of relevant traffic regulations;  Cross-border data exchange, connected to IVS system of the Netherlands. 13th INTERNATIONAL VTS SYMPOSIUM Rainer Strenge, Federal Waterways and Shipping Administration, Germany

15 Conclusions  In Germany a number of services under the framework of the European RIS (River Information Services) Directive (2005/44/EC) have been introduced in order to support inland shipping;  A successor to the Reporting and Information System (NAMIB) and an enhanced lock management application are at a development stage. Such services will benefit from cross-boarder exchange of AIS position data;  With regard to incident/accident responding inland VTS centres play a fundamental role by serving as focal points and to initiate first measures;  To support rescue and emergency forces the provision of ships and cargo data are a prerequisite to ensure appropriate measures. 13th INTERNATIONAL VTS SYMPOSIUM Rainer Strenge, Federal Waterways and Shipping Administration, Germany
